The purpose of this study is to secure reasonable transportation infrastructure stock for enhancing national competitiveness in Korea. National competitiveness may be defined as a country"s overall capacity to create the most effiective social structure, institutions and policies that allow her company within the national boundary to be more competitive in the world market. If Korea"s transportation infrastructure stoct is not sufficient and a connection among transportation facilities is not efficient, we should pay the social and economic cost. As a result, we worry that national competitiveness may drop.<BR> Korea"s national budget in transportation infrastructure has decreased since 2003. According to the government plan (National Financial Management Plan), the budget for transportation infrastructure was scheduled to decrease. However, a comparison was made in this study between the stock level of Korea"s transportation infrastructure, such as roads, railroads, harbors and airports, and those of the other countries, specifically OECD countries. On the basis of the comparison, the resulting conclusion is that Korea needs to supply more transportation infrastructure.<BR> The supply of transportation infrastructure, such as roads, railroads, harbor and airports, is the most basic requirement to revitalize the national economy by reducing logistic costs and traffic jam costs, and to improve the quality of living-life and environment by providing safer and more convenient transportion modes. In order to secure transportation infrastructure stock, a suggestion from this study is to maintain or to increase the national investment for transportation infrastructure.<BR> Some methods to maintain or to increase the national investment for transportation infrastructure that are suggested from this study are as follows: Firstly, we need to operate the Spcial Account for Traffic Facilities. Secondly, the investment shoud be focused on the facilities and districts in needs. Thirdly, PFI (private finance initiative) policy should be aimed at investing for the highly economic-valued projects.
