1. CONTENTS<BR> (1) RESEARCH OBJECTIVES<BR> The purpose of this study is to define sustainable real estate development and to suggest ways to achieve it by examining the case of Almere city development in the Netherlands. Developed countries in western have been trying to develop urban cities in a sustainable manner, although what is sustainable still remains debatable. These efforts attempt to keep proper balance among economic efficiency, the environmental preservation, and social equity.<BR> (2) RESEARCH METHOD<BR> field investigation, literature review, data collection, survey analysis.<BR> (3) RESEARCH RESULTS<BR> There have been important changes in Dutch urban development: 1) higher environmental awareness; and 2) a strong decentralization from national spatial policy to regional spatial policies, which strengthens the role of municipal governments in urban development. These changes have had an impact on Almere city development.<BR> Almere, a land reclaimed from the sea, has been developed under an ecological master plan, whose mot to is widely known as "Nature in and around city." To make Almere more efficient and environmental friendly. municipal government have divided the city in to 6 nuclear regions with different functions, and established a transportation system with strong focus on public vehicles. In addition, citizens have been encouraged to participate directly in urban planning and development. With close cooperation with NGOs, municipal government have prevented conflicts among various interested parties.<BR> 2. RESULTS<BR> First, the Korean government should increase public awareness of ecological issues and put more emphasis on public aspects of lands. Without upsurging national consciousness, it might be difficult to achieve sustainable development in real estate in Korea, where the environmental issues always put behind of economic issues.<BR> Second, the legal system related to urban development, which is now top-down driven, should be shifted towards more bottom-up. This should help prevent conflicts am ons various interested groups and produce more creative and diverse spatial structure. In addition, municipal governments should play more active role in urban development.
