공공임대주택의 효율적인 관리방안에 관한 소고 - 서울시 공공임대주택을 중심으로

An Exploratory Study on the Effective Management of Public Rental Housing - Focused on public rental housing in Seoul -

&nbsp;&nbsp;서울시 공공임대주택은 대부분 SH공사에서 주택건설사업으로 공급하고 있으며, 1989년부터 2008년 3월 현재까지 약 127,888세대의 임대주택을 건설하여 관리하고 있다. 본 연구에서는 향후 건설될 예정인 공공임대주택을 포함하여 약 20만호 이상의 물량을 어떻게 관리할 것인가와 어떠한 관리방식이 효율적인가에 초점을 맞추어 살펴보았다.<BR>&nbsp;&nbsp;따라서 본 연구의 구성은 공공임대주택에 관한 일반적인 내용을 살펴보기 위해 문헌조사와 자료수집을 하였으며, 다음으로 서울시의 공공임대주택에 관해서 알아본 후, 서울시의 공공임대주택의 현황 및 관리실태를 살펴보았다. 현황 및 관리실태를 통해 나타난 문제점 즉, 서울시 공공임대주택의 일반적인 문제점과 관리에서 나타나는 문제점으로 나누어 검토하였다. 이러한 문제점을 통해서 앞으로 서울시 공공임대주택의 효율적 관리를 위한 정책적 제언을 몇 가지 대분류를 통해 제시하였다.

&nbsp;&nbsp;It is partially accepted that the problem of housing shortage in Seoul is being settled by the policy expanding the supply of Housing. And it is certain that the policy will be continued for the residential stabilization of the low-income. Therefore, the public rental housing program has begun in full-scale since 1982 for seeking the housing stability of low-income families. Until today, 150,000 of the public rental housing is built by SH corporation. And about 100,000 housing is managed by SH corporation. The purpose of this study is to propose the problem and improvement (which related (ⅰ) direct and indirect management (ⅱ) integrating management system (ⅲ) Social mix) of public Rental Housing in seoul.
