A Study on the Development Direction for Korean Cadastral Surveying Corporation against the Change of Cadastral Surveying Market

&nbsp;&nbsp;본 연구는 최근 지적측량시장의 변화 실태에 대한 분석을 통해 향후 지적측량시장의 미래상을 조명해 보고, 지적측량을 수행하는 중추적 공공기관으로서 대한지적공사가 추구해야 할 발전방향을 제시하는 것이 목적이다. 이를 위해, 본 연구는 지적측량시장을 연구대상으로 한정하여, 연구범위로서 시간적으로는 지적측량업무가 경쟁체제로 전환되어 지적측량시장이 개방된 시점인 2004년 1월부터 현재까지로 한정하고, 공간적으로는 우리나라의 지적측량시장만으로 하며, 내용적으로는 지적측량시장 변화의 실태 조사ㆍ분석ㆍ평가와 그에 따른 대한지적공사의 발전방향을 제시하는 것으로 한정하였다.<BR>&nbsp;&nbsp;연구방법으로서, 접근방법은 지적측량시장의 변화를 관계 법ㆍ제도의 변천과정을 통해 파악하고자 하는 역사적 접근방법과 법률적 접근방법에 따랐으며, 이에 기초한 조사방법으로서 지적측량시장과 대한지적공사의 이론적 고찰은 기존의 선행연구에 대한 문헌조사법과 인터넷조사법을 병행하였다. 한편, 분석방법으로서 지적측량시장의 변화에 따른 실태 분석은 최근 약 4년간의 시간적 범위 내에서 지적측량시장을 둘러싼 법ㆍ제도적 동향을 기초로 그에 따른 시장의 변화추이를 실증적으로 분석하기 위한 사례분석을 실시하고 이를 논리적으로 제시하는 기술적(記述的) 분석방법을 사용하였다.<BR>&nbsp;&nbsp;연구의 수행을 통해, 본 연구는 변화하는 지적측량시장에 부응하기 위해 대한지적공사가 추구해야 할 사안을 단기적 발전방향과 중ㆍ장기적 발전방향으로 구분하였고, 각각의 발전방향은 다시 대내적 측면과 대외적 측면으로 세분하여 제시하였다.

&nbsp;&nbsp;The aim of this study is to suggest a way in which Korean Cadastral Surveying Corporation(hereinafter referred to as “KCSC”) has to pursuit by illuminating the cadastral surveying market in the future through analysis of the situational change of the market.<BR>&nbsp;&nbsp;To satisfy it, the voluntary settings are as followings; (ⅰ) The scope of the study subject is limited to the cadastral surveying market, (ⅱ) The scope of time is limited from January in 2004 when the surveying market was converted into a competitive system and opened to the public up to now and the scope of space is restricted within the Korean cadastral surveying market, (ⅲ) The scope of contents is limited to suggesting a course of development after conducting a research and analysis on the cadastral market’s change.<BR>&nbsp;&nbsp;To continue studying, used methods are as followings; (ⅰ) A method of historic and legal approach is used to know how the cadastral surveying market changed, looking into the changing process of related laws and systems, (ⅱ) Methods of both documentary reference and internet research to understand the previous studies were used to make a theoretical review. Meanwhile, as an analysis method, a case analysis was performed to analyze the transition process of the cadastral surveying market on the basis of legal and institutional tendency within the four year&quot;s time limitation and a descriptive analysis was used to prove this study logically.<BR>&nbsp;&nbsp;This study suggested that; (ⅰ) first of all, KCSC, in its internal aspect, emphasized the fact by making examples that it is necessary to have a cool-headed understanding of urgent problems entailed by the competitive system and find a new way of administrative strategy, (ⅱ) KSCS also, in its external aspect, paradoxically emphasized the point by making specific examples that it is necessary to have a new understanding of the situation in which KSCS is abusing its position and authority in the market.
