비행청소년을 위한 교정복지정책의 한 연구 - “4차원과 3축” 분석틀의 ‘사회적 할당의 기반’에의 적용

A Study On Correctional Welfare Policy For Juvenile Delinquent - Applying Analysis Framework of Policy to "the Base of Social Allocation"

  비행청소년을 위한 교정복지정책의 한 연구로서 교정복지정책을 선택의 차원이라는 것으로 개념화하여 선택차원에 관련된 이론적 가정과 사회적 가치, 그리고 대안들에 대해 살펴보고 있다. 우리나라의 교정복지정책을 분석하는 틀을 이루는 주요한 선택의 차원들을 4가지로 나눌 수 있는데 여기서 4차원이란 첫째, 사회적 할당의 기반, 둘째, 사회적 급여의 형태, 셋째, 사회적 급여를 전달하기 위한 전략, 넷째, 사회적 급여에 필요한 재정마련을 위한 방법에 대한 것이다. 4차원 중에서 본문에서는 사회적 할당의 기반에 대하여 살펴보고 3축에 따라 분석하고 있다. 덧붙여 교정복지정책이라는 것은 행위자(주로 정부)가 특정사안과 관련하여 어떤 경로로 행동해 나갈 것인가를 결정하는 것으로 개념화 되는데, 이결정은 결국 선택이라는 것이다.

  This study is to conceptualize correctional welfare policy for juvenile delinquent as selectional dimensions and is to examine theoretical presumptions and social values related to selectional dimensions and alternatives. Analysis framework of correctional welfare policy in South Korean can be divided into four selectional dimensions; the base of social allocation, the types of social payment, the strategies to delivery social payment and the ways to support the finance for social payment. Among four dimensions, this study is look about the base of the social allocation and to analyze it depending on three axes. In addition, this study assumes it can be conceptualized that correctional welfare policy determines how an actor respond to certain plan and such determination is finally a selection.
