한국 가족정책의 재평가 - 최근 한국가족 변화 경향과의 관련성을 중심으로

The Reevaluation of Korean Family Policy - Focusing on the recent tendencies of change in family

&nbsp;&nbsp;우리나라에서 1960년대 이후 진행된 산업화와 도시화는 가족의 구조에도 많은 변화를 초래하였다. 핵가족화에 따른 가족규모의 축소, 다양한 가족유형의 출현, 가족주기상의 변화, 가족의 다양한 기능 축소 등을 통하여 가족의 변화를 가져왔다. 이러한 변화에 대응한 제1차 건강가족기본계획의 출범이후 최근의 본격적인 정책평가는 미흡한 실정에 있다. 본 연구는 최근 가족구조의 변화에 따른 주요 문제와 정책에 대한 분석을 통해 정책적 제안을 도출하는데 주요 목적이 있다.<BR>&nbsp;&nbsp;한국 가족여건의 변화에서는 급속한 저출산과 고령화의 인구구조 변화, 핵가족 및 1인가구 확대, 낮은 혼인률, 높은 이혼과 재혼경향 등 인구 여건에 따른 가족정책이 중요해지고 있다. 가족정책은 범위와 개념에서도 광범위하고 다양한 정책과 직, 간접적인 관련성 속에서 평가를 내릴 수밖에 없는 상황이어서 그 자체가 매우 복잡한 특성을 갖게 된다. 이러한 상황에서 가족정책의 개념적 접근과 각 관점들에 대한 분석을 하고 한국가족정책에 대한 특성 분석과 평가는 가족정책의 발전에 중요한 의미를 갖는다고 하겠다. 한국가족복지정책에 대한 특성분석은 제1차건강가족기본계획에 대한 내용을 중심으로 살펴보았다. 분석결과 방향정립은 옳으나 추진의 통합성을 견지할 필요가 있었고 현재의 낮은 수준이 개선될 필요가 있었다. 아울러 중앙과 지방의 관계를 포함한 거버넌스적 운영이 요구되고 있음을 알 수 있었다.<BR>&nbsp;&nbsp;한국가족복지의 발전을 위한 정책 제안으로 가족정책의 추진에서 정책 운영의 체계성과 통합성을 확보하는 방향 정립, 가족정책의 영향평가, 가족 구성원 전체의 발전 고려, 통합적 전달체계 운영, 자녀수당 및 가족수당 등 보편적 가족복지의 확대를 위한 실질적 개선, 인적자원개발과 사회서비스 확대, 젠더관점의 견지 등을 제시하였다.

&nbsp;&nbsp;The industrialization and urbanization that has been progressing since 1960&quot;s have caused lots of changes in family structure. The decrease of family size through the extension of nuclear family, the advent of various family types, the change of family cycle, the decrease of functions of various family have been the specific reasons for the change of family. Compared with the change, the evaluation of policies for family isn&quot;t enough to catch the speed of the change since the First Plan for Strong Families. The main purpose of this study is to induce meaningful suggestions of policy by analyzing crucial problems and the established policies caused by the change of family structure.<BR>&nbsp;&nbsp;One of the suggestions shows that the family policies should be made on the full consideration of the population structure changes caused from the fast low fertility, aging and the population condition changes such as the expansion of nuclear family and single family, low rate of marriage, high rate of divorce and remarriage.<BR>&nbsp;&nbsp;The family policy has a variety of fields and themes. It also should be evaluated in the various direct or indirect relationship with many other policies. Therefore it takes on very complicated characteristics. Under this circumstances, the conceptional approach for the family policy and analyzing its charateristics and evaluating them have significant meaning in the development of family policy. The analysis of features of korea family welfare policy has been made focusing the content of the First Plan for Strong Families.<BR>&nbsp;&nbsp;The orientation of its policy is proper but it lacks integration and needs higher standard of welfare. In addition, it needs governance including relation of central-local.<BR>&nbsp;&nbsp;The policy suggestions for the development of Korean family welfare are like these - systematical and integrative management, Family Impact Analysis, comprehensive development in family members, integrative deliverly system, introduction of family allowances and education allowances, human resource development, enlargement of social service, keeping up the gender perspective.
