Past 17 years have witnessed diverse welfare state regime discourses represented by Esping-Andersen"s monumental comparative work. Mainstream theories, however, have continuously neglected gender division of welfare, dynamics of paid work and unpaid care work in general. Meaningful reorientation and modifying research have been performed mainly by feminist scholars with less systematic comparisons.
Kim Daejung administration in Korea had made several major welfare reforms after financial crisis of 1997. The Korean debates of welfare state regime arose from close examination of DJ administration"s policy changes and the restructuring scheme. Although several scholars had joined the heated debates on Korean welfare state"s basic characteristics 2000 through 2002, on-going debates has not continued nor synthesized various aspects. Alternative welfare regime typologies including gender regime theory of Sainsbury have not fully integrated into Korean academics neither. These limitations have brought about under-developed theorization on welfare state as well as lack of empirical and thorough comparative studies.
This study, therefore, attempts to elaborate and combine both mainstream theories and alternative research. This effort will shed light on a better understanding on the importance of gender relations in welfare system, and will contribute not only to more vigorous debates on recent Korean welfare state regime but also to comprehensive conceptualization and elaborated analyses.
