미국의 Head Start와 한국의 We Start 운동의 비교ㆍ분석 및 그 시사점

  연구결과에 따르면, 태아기부터 개인마다 각기 다른 기회의 불균등은 지적, 인지적, 언어적 측면에서 생애 전반에 걸쳐 부정적 영향을 미치는 것으로 나타났다. 특히, 빈곤한 가정에서 태어난 아동들의 기회 불균등은 세대 간 세습의 형태로 나타날 수 있다. 그럼에도 개인이 처한 사회경제적 환경 때문에 어릴 적부터 공정한 출발선에 서지 못하고 불이익을 받는 빈곤아동이 적지 않음은 주지의 사실이다. 미국의 경우, 빈곤아동의 교육, 건강, 복지 를 위해 시행해 온 Head Start 프로그램은 연방정부 주도의 국가프로젝트로 확고하게 자리를 잡았을 뿐 아니라 성공적인 사회통합 기제로서 역할을 해 왔다. 한국의 경우도 민관협력체제로 시작된 한국식 빈곤아동지원프로그램인 We Start가 의욕적으로 출발을 하였지만, 앞으로 전국 지역으로 확대되어 가고 성공적인 프로그램으로 자리를 잡기위해서는 오랜 역사적 경험과 다양한 시행착오를 겪어 온 미국의 Head Start 사례에서 나타난 특성을 분석하여 역지사지의 교훈과 시사점으로 삼았으면 한다.

&nbsp;&nbsp;The Head Start Programs in the United States are become effective along with enactment of the Economic Opportunity Act of 1964. These programs have served low-income children and their families and taken roots as a most effective social integrity program. During over forty years the Head Start Programs have made remarkable accomplishments toward improving children, their families, and communities severed by these programs.<BR>&nbsp;&nbsp;According to survey data, the Head Start Programs, a federally funded comprehensive program, demonstrated that these have significantly contributed to educational, economic, health, and law enforcement benefits for low-income children and their families.<BR>&nbsp;&nbsp;In Korea We Start Programs have been begun since 2004 in order to provide low-income and their families with education, physical and mental health, nutrition, and social services. Especially We Start Programs of Korea are nongovernment-based comprehensive child development programs. Despite short period, We Start Programs have made significant performances toward improving children and their families served by these programs.<BR>&nbsp;&nbsp;The newly-born We Start Programs in Korea can learn lessons and implications from The Head Start Programs of long history in the United States.
