미국과 한국의 홈스쿨링 의제설정 과정 비교

A Comparison of the Process of Educational Policy Agenda Setting in Korean and American Homeschooling

&nbsp;&nbsp;홈스쿨링 제도가 미국에서 오랫동안 법적 투쟁의 결과로 대부분의 주에서 공식적으로 정착되어가고 있는 것과는 달리, 우리나라는 부적응으로 인해 학교마다 1년에 3～4명, 때로는 그 이상의 학생들이 교실을 떠나가고 있다. 이러한 현실에서 공교육의 대안으로 아직 초기단계에 있는 우리나라 홈스쿨링의 교육적 가능성과 효용성을 탐색해 보는 것은 매우 중요한 일이다. 또한 홈스쿨링이 제도화되어 성장하고 있는 미국의 정책의제 설정과정과 아직 제도화 되지 않은 우리나라와의 비교 분석은 우리나라의 홈스쿨링이 공교육의 대안형태로 정착하는데 필요한 정책적 시사점을 도출하는데 도움을 준다.<BR>&nbsp;&nbsp;본 연구는 홈스쿨링의 교육정책 의제설정 과정을 분석하기 위하여 Cobb 등 (1976), 정일환(1996, 2000), 정정길 외(2007) 등에서 제시한 정책 의제설정 과정의 분석 틀을 활용하여 미국과 우리나라의 홈스쿨링 교육정책 의제설정 과정을 4단계, 즉 문제의 제기단계, 구체화단계, 확산단계, 진입단계로 구분하여 실제 홈스쿨링을 정책의제화 하기 위하여 각 단계에서 어떤 양상이 전개되고 있는가를 분석ㆍ제시하였다. 이를 토대로 우리나라 공교육의 대안형태로서 홈스쿨링이 제도적으로 정착하는데 필요한 정책적 시사점을 제시하였다.

&nbsp;&nbsp;The purpose of the study was to analyze and compare the process of homeschooling policy agenda setting between Korea and America, based on the model of educational policy agenda setting. For analyzing the process of educational policy agenda setting of homeschooling, the study used the research framework such as the four steps of policy agenda setting(introduction of policy problems, definition of policy problems, diffusion of policy problems, entry of policy problems).<BR>&nbsp;&nbsp;The results of the study were as the followings. First, American educational policy on homeschooling was legalized in all fifty states through the step of entry. Second, Korean educational policy on homeschooling was in the step of diffusion. Homeschooling is likely to be a possible system for applying as a alternative of public education. The study suggested some policy tasks for the being official agend of Korean homeschooling.
