스웨덴과 덴마크의 학습ㆍ노동ㆍ복지 연계 정책 분석

A Case Analysis on the Nordic Countries" Linkage between Learning, Employment, and Welfare polices

  본 논문은 평생학습 관점에서 사회통합을 위한 학습ㆍ노동ㆍ복지정책 연계 방안을 모색하고자 스웨덴과 덴마크의 학습ㆍ노동ㆍ복지 연계정책 사례를 분석하였다. 이들 국가를 분석대상으로 선택한 이유는 북유럽의 대표적인 복지국가로써 적극적인 노동시장정책을 통하여 학습, 복지, 노동간의 긴밀한 연계를 이루어냈다는 평가를 받기 때문이다. 분석결과, 양국은 사회문화적 배경과 특성에 따라 정책 대상 및 추진구조 등에서 차이가 있으나, 세 가지 측면에서 공통점을 지니고 있음을 발견할 수 있었다. 첫째, 평생학습을 고용과 복지 정책의 실효성을 높여 시너지 효과를 유발하는 중핵전략으로 활용하고 있었다. 둘째, 중앙과 지방이 역할을 분담하여 체계적으로 추진하되, 지역주민과 직접 접촉하는 지역을 중심으로 종합적 서비스를 제공하고 있었다. 셋째, 학습ㆍ노동ㆍ복지 세 부문 간의 상호 연계가 긍정적인 효과를 산출하고 있다는 평가를 받고 있었다. 이들 국가의 사례는 우리나라에서 노동과 복지 부문을 유기적으로 연계함에 있어서 평생학습의 적극적인 역할을 모색하는 데에 유용한 시사점을 제공해준다.

&nbsp;&nbsp;This study aims to draw policy implications for the Korean government&quot;s policies on connecting learning, employment and welfare by examining the related polices of Sweden and Denmark. These two countries have been known for their social welfare systems which promote the quality of learning, employment and welfare services for all the people including low-income families. Sweden has created the "active labor market policy" which provides the unemployed with opportunities to develop their job capacities. Denmark has created a job rotation model, which allows an employee to take an education leave and then allows un unemployed person to replace the employee to develop his job capacity.<BR>&nbsp;&nbsp;The results of the analysis show that although there are some differences between these two countries in terms of linking learning, employment and welfare, they have several similarities. First, Sweden and Denmark have used &quot;lifelong learning&quot; as the key strategy to enhance the effectiveness of employment and welfare policies. In addition, the central government and the local governments have shared their roles in delivering their services related to learning, employment and welfares services and thus have been able to provide user-friendly services. Lastly, these countries have created a mechanism which connects learning, employment and welfare services very effectively.
