정부간 재정관계는 지역적 정보에 보다 강한 지방정부와 예산은 있으나 어느 정도를 어떻게 지원해야 좋을지를 고민해야 하는 중앙정부와의 정보의 비대칭성에서 출발하고 있다. 따라서 이는 개별주체의 중요성보다는 ‘관계(fiscal relations)’에 보다 초점을 맞추는 것이 필요하다. 따라서 본 논문은 이와 같은 정부간 재정관계 인식의 필요성을 전제로 하고, 향후 개편의 여지가 있는 부분을 지적하고자 하였다. 특히 우리나라 지방교부세 개편의 필요성을 제기하였다. 지방정부의 과세기반 확립을 위한 세원재조정의 필요성은 공감하고 있지만 이를 위해서는 기존의 지방교부세의 기본 틀에 대한 논의도 동시에 이루어져야 함을 강조하고자 하였다. 본 논문은 기존의 세원조정의 어려움이 물론 정책결정을 위한 정치적 결단의 부재에도 있지만, 일정부분은 지방정부의 지방교부세 재원에 대한 변화(재원규모, 배분방식)의 저항감에서 비롯된다고 보았다. 이에 보다 근본적인 틀에서 교부세 제도 내의 기준재정수요 의존도를 낮추고, 포괄보조금화 작업의 필요성을 제안하고 있다. 정부간 재정제도 재정립뿐만 아니라 정치경제학적 이슈의 중요성도 제기하였다. 특정보조금 및 포괄보조금의 경우, 기존의 논의를 따르고 있으며 책임성 여부를 파악하기 위한 거버넌스 체계의 개편, 인센티브를 위한 평가체계의 구축을 제시하고 있다. 본 논문은 지방정부의 협의체로서가 아닌 예산부처 차원에서의 재정관리 시스템의 필요성도 언급하였다.
Fiscal relations across levels of government in Korea has been analyzed about intergovernmental fiscal system only. The core issue of intergovernmental fiscal system might be from asymmetric information. Central government has powerful budget but there is no expertise in local information. Subnational governments can operate local projects with well-known locality, however, do not have sufficient money. To provide public investments, all levels of government should cooperate each other. This paper focuses on ‘fiscal relations’ between central and subnational government.<BR> In a policy manner, this paper sheds lights on the reform of LAT(local allocation tax). Also, the paper tries to raise the issue of general and block grant. Finally, reorganzation of governance system has been emphasized.<BR> Ⅰ.
