The Welfare Effect of Local Financial Transfer on Regional Economy

  본 논문은 1995년부터 2004년까지 15개 광역시？도의 지방재정 결산자료를 이용하여 지방이전재원(지방교부세, 국고보조금)의 지역경제 성장효과를 분석하였다. 또한 1985년부터 2004년까지 16개 광역시ㆍ도의 지방재정 결산자료 이용하여 지역주민의 후생수준 변화를 분석하였다. 본 논문의 분석결과를 보면, 이전재원의 지역경제 성장효과는 매우 미약한 것으로 추정되었다. 또한 이전재원의 성격에 따라 지역주민의 후생수준을 변화시키는 것으로 판명되었다. 즉, 지방정부의 재정 자율성이 보장되는 지방교부세의 경우 지역주민의 후생수준을 증가시키는 것으로 분석된 반면 재정 자율성이 보장되지 못한 국고보조금의 경우 지역주민의 후생 수준을 증가시키는 작용을 하지만 지방교부세보다는 그 크기가 작은 것으로 분석되었다. 또한 새롭게 도입된 균형발전 특별회계의 경우 지역주민의 후생수준을 증가시키는 것으로 분석되었으나 균형발전 특별회계 결산자료가 공개되지 않고 있기때문에 분석결과의 한계를 지니고 있다.

  This paper examines the effect of local financial transfers on regional economic disparities. The local financial transfer system is consisted of three items such as local share tax, local transfers, and national subsidies. Specifically, this paper estimates the effect of local share tax and national subsidies on the gross regional domestic product using 15 regions(metropolitan cities and province) panel data in 1995-2004 and reports that local share tax is positively correlated with gross regional domestic product, whereas, national subsidies negatively affects gross regional domestic product. We also estimate the economic welfare effects of both local share tax and national subsidies as local financial transfer on regional economy for 16 regions(metropolitan cities and province) panel data in 1985-2004. This effects are classified as Wheaton´s compensating variation and equivalent variation. Our results show that, for Wheaton´s compensating variation, both local share tax and national subsidies increase regional economy welfare, and that the effect of local share tax is greater than that of national subsidies. On the other hand, in case of equivalent variation, this effects are ambiguous in each regional case. Moreover, we estimate the welfare effect of special accounting for balanced national development Wheaton´s compensating variation and report that the estimated effect increases the economic welfare.
