재범방지를 위한 출소자의 효율적 관리에 관한 연구 - 갱생보호제도를 중심으로

The Study on the effective management of released prisoners for prevention against recidivism

  범죄자의 교화에 가장 효율적이라는 보호관찰 위주의 국가정책과 함께 출소 후 국가의 통제에서 벗어나 사회의 무관심과 편견 그리고 냉대 하에 놓이게 되는 출소자들을 위한 지원은 복지사회를 지향하는 국가의 중요한 책무일 것이다. 이러한 갱생보호제도는 일반적으로 범죄자의 사회복귀를 목적으로 이를 원조하기 위하여 행하는 제반의 활동을 의미하며, 이는 본인의 신청이 있을 경우로 한정하여 대상자에게 물질적·정신적 원조를 제공하는 임의적 갱생보호제도를 택하고 있다. 또한 갱생보호공단에서 제공하는 서비스는 범죄대책의 마지막 단계라고 할 수 있으며, 실패할 경우 이전의 단계가 모두 허사로 돌아갈 수 있기 때문에 갱생보호사업의 역할이 무엇보다도 중요하다고 할 수 있을 것이다. 이에 본 연구는 현재 우리나라의 갱생보호사업에 대해서 운영 실태와 문제점을 및 개선방안을 제시하여 한국갱생보호사업의 활성화를 도모하도록 하겠다.

&nbsp;&nbsp;In the rapidly changing society, criminals&quot; ages are becoming lower and especially offenders who are in middle age are increasing. Moreover, the released prisoners are convicted of another crime. Therefore the criminal policy focuses on the crime prevention and rehabilitation of offenders.<BR>&nbsp;&nbsp;Rehabilitation activity can rehabilitain the released convicts in healthy member of society. So, rehabilitation is a system for the protection of society. Rehabilitation system is developed with the increasing of understanding that crime problem has become one of the social problems to be solved as a whole. But due to the lack of social awareness, rehabilitation activities now have to depend upon the efforts of limited number of people.<BR>&nbsp;&nbsp;To promote effective rehabilitation activity, every citizen must accept released convict with affection and understanding that they should be successfully reintegrated into a society by their own efforts.
