Analysis of the problems of donut phenomenon and measures to activate old downtown

  This study analyzed the problems of donut phenomenon and presented countermeasures to it. Donut phenomenon refers to the separation of work and residence as a result of the expansion of urban space to outskirts of a city in the process of urban growth. whereby the downtown area becomes commerce- and business-oriented and the outskirts becomes residence-oriented. Due to this donut phenomenon. the residential areas in downtown become slums as a result of decreasing resident population and the population is biased in social stratum while the outskirts of the city experience traffic congestion and development without thought for environment. Donut phenomenon deepened because conventional growth-oriented city management policies gave higher priority to the construction of new towns in the suburban areas rather than reorganization of downtown. To solve the problems of donut phenomenon. sustainable development plans are required such as downtown redevelopment. Accordingly. this paper proposes the development of a compact city. A compact city is understood as an approach to a "more concentrated development and high density utilization of urban space." While the development of a compact city has the advantage of imbuing energy to downtown through redevelopment. it only poses a concern for lowering the quality of life of the residents due to congestions following high-density development. Therefore, to make the development of compact city a sustainable measure to activate downtown. we must first acquire sufficient open space for high density development and prepare a system to guarantee the expansion of infrastructure facilities.
