여성 근로자의 낮은 노동조합 조직률에 관한 연구

Gender Differences Toward Union Participation

&nbsp;&nbsp;본 연구는 여성 근로자의 노동조합 조직률이 남성 근로자의 조직률의 절반에도 미치지 못하고 있는 현상을 설명하고자 하였다. 여성 근로자의 낮은 조직률에 대한 이론에는 여성 근로자의 성별 특유의 선호 차이 이론과 여성 근로자의 업종ㆍ직종 분리에 따른 장벽 이론이라는 대립되는 이론들이 있다. 여성 근로자의 낮은 조직률의 원인으로 어떤 이론이 더 설명력을 가지고 있는지 살펴보기 위하여 한국노동연구원의 한국노동패널 6차년도 자료를 기반으로 로짓 분석 방법을 사용하여 실증 분석을 수행하였다.<BR>&nbsp;&nbsp;무노조 표본의 가입 의향과 유노조 표본의 가입 여부를 종속 변수로 분석한 결과에 의하면, 무노조 표본에서는 선호 차이 이론을 지지하는 증거를 발견하였으며, 유노조 표본에서는 장벽 이론을 지지하는 상반된 증거를 발견하였다. 무노조 표본에서 여성 근로자의 노동조합 가입 의향은 남성 근로자의 가입 의향과 통계적으로 다름이 없었고, 유노조 표본에서 여성 근로자의 노동조합 가입 확률은 남성 근로자의 가입 확률과 통계적으로 차이가 없었다.<BR>&nbsp;&nbsp;이러한 결과는 여성의 낮은 노동조합 참여율은 여성 근로자의 노동조합에 대한 낮은 선호뿐 아니라 유ㆍ무형 장벽에 의하여 복합적으로 나타난 결과임을 시사하고 있다. 그리고 여성 근로자의 노동조합에 대한 태도는 남성 근로자와는 달리 외재적 만족에 의하여 크게 영향을 받는 것으로 분석되었다.

&nbsp;&nbsp;Women are less likely to be unionized than men. This paper analyzes the reason of these phenomena to determine wether female workers are less interested in unionizing than male workers or they are equally interested but face higher barriers to unionization. To find out which explanations are fitted to the fact, we analyze the 6th panel data of KLI&quot;s KLIPs, by using logit analysis.<BR>&nbsp;&nbsp;It is found the mixed empirical results in two samples. In non-unionized sample, women are equally interested as well as men in joining union. This result support that there is a gender-specific taste toward union. However, in union sample, the propensity of joining union of female workers is not statically different from that of male workers. It is implied that women may face higher barrier to unionization than men.<BR>&nbsp;&nbsp;In sum, it is certain that the reason of lower unionization rate in female workers is the combination of low interest and higher barriers. It is also found that the attitude towards unionization of women is affected by external satisfaction.
