국가 교육재원 배분과정의 효율화 방안

A Study on Efficient Allocation of Financial Resources for Education

&nbsp;&nbsp;이 연구는 교육재원 배분과 효율성의 개념을 바탕으로 재원배분의 효율성 평가 준거를 설정하고, 국가 교육재원의 배분과정을 살펴본 후 효율성 평가 준거에 따라 효율성을 평가하고, 효율적인 교육재원 배분을 위한 정책 대안을 제시하는 데 목적이 있다.<BR>&nbsp;&nbsp;국가 교육재원의 배분 실태를 예산편성과정을 통한 국가 교육재원 배분과 지방교육재정교부금 배분으로 구분하여 분석한 후, 효율성 평가 준거에 따라 평가하였다. 평가결과를 바탕으로 다음과 같은 국가 교육재원배분 효율화 방안을 제시하였다. 첫째, 고등교육재원 확충의 용이성을 위하여 국가교육재원 지출한도액에서 교부금을 제외하고 부문별 지출한도를 폐지한다. 둘째, 효율성에 근거한 재원 배분을 위하여 주요사업평가와 재정사업평가시스템을 연계한다. 셋째, 배분비용과 과정의 효율화를 위하여 국립학교에 대한 재원배분 기준을 객관화 한다. 넷째, 지방의 자율성 보장과 자구노력 유도를 통한 재원배분의 효율화를 위하여 학교용지부담금 반영비율을 하향조정한다. 다섯째, 교부금 배분비용을 낮추기 위하여 기준재정수요 측정항목수를 대폭 줄일 필요가 있다. 여섯째, 교부금 배분의 효율화를 위하여 교부금 연례평가시스템을 구축하고, 특별교부금 사업 평가도 실시한다.

&nbsp;&nbsp;The purpose of this study is to suggest the measure to allocate financial resource for education efficiently. This study is composed of the concept of resource allocation and efficiency, the criteria of efficiency, the standard and practice of allocation of educational financial resource, the evaluation of efficiency on financial resource for education, and the efficient measure to allocate financial resource for education.<BR>&nbsp;&nbsp;The measures to allocate financial resource for education efficiently are as follows. First, it is necessary to eliminate local educational grant from educational expenditure limit and to abolish the expenditure limit according to educational sector. Second, it should be linked the evaluation system of main policies and the evaluation system of financial policies. Third, The standard of allocating educational financial resource for national school and college need to establish objectively. Fourth, the transfer grant from general account of local government should be reflected on the standard of educational revenue less than 100%. Fifth, the personnel expenses of excess teacher&quot;s quota should be cut down. Last, it is necessary to establish the evaluation system and incentive system of local educational grant.
