WTO체제하에서 적합성평가체계 개선을 통한 한국의 TBT 극복방안 - 시험ㆍ교정 분야를 중심으로

A Study on the Strategic Policies of Conformity Assessment System under the WTO -Focused on Testing and Calibration-

&nbsp;&nbsp;Technical barriers to trade(TBT) has been one of the significant non-tariff measures with the advent of the WTO system. The key issue in TBT is that technical regulations, standards, and conformity assessment should not be used as barriers to trade. Particularly regarding conformity assessment, WTO/TBT Agreement recommends members to enter into negotiations for the mutual recognition of results of each other&quot;s conformity assessment as well as to permit participation of conformity assessment bodies located in other members so that it may not act as barriers to trade. The purpose of this recommendation is for members to obtain the reliability of conformity assessment results, which needs the establishment of a comprehensive national conformity assessment system on the basis of measurement science and technology.<BR>&nbsp;&nbsp;Although there exists a national conformity assessment system in Korea, it is not closely linked with measurement science which in turn, causes critical problems in the reliability of conformity assessment results. In this study, therefore, strategic policies were suggested on how to establish a national standards system to gain the reliability of conformity assessment results, especially in the areas of testing and calibration and the improvement of technical capabilities of conformity assessment bodies.
