The problem of assembly and demonstration appears to be one of the most perplexing conundrums in Korea, particularly in recent years. Every year many police forces are consumed to manage belligerent protesters. Large scale protests require to transfer the police forces who are patrolling and investigating in order to gap the lack of the riot police forces, which raises a concern about the security of our society. There is, thus, a strong need for the research on the relationship between protest policing and crime rates. It is to examine whether the temporary transfer of police forces to control large scale protests would contribute the increase of crime rates.
For the analysis of such relationship, this study relies upon the regression statistics with the police and crime data of 6 police stations throughout the country, which include the Jungbu police station of Daegu City, the Jungbu police station of Suwon City, the Chuncheon police station of Gangwon Province, the Sangdang police station of Cheongju City, the Yeongi police station of Chungnam Province, and the Gunsan police station of Jeonbuk Province. Monthly data are gathered to guarantee the reliability and validity of the results of the research, which spans from January 2005 to October 2007. The crimes to be examined are limited to the important 5 crimes which include murder, robbery, rape, burglary, and assault.
The results of this study reveal that there is no statistically significant relationship between the temporary transfer of police forces to control large scale protest and the five important crimes. The transfer of police forces for protest policing does not seem to have an impact upon the increase of crime rates.
