Is the Korean Medical Devices Manufacturing Sector Faring Well?

&nbsp;&nbsp;본 연구는 확률적 경계생산모델을 한국 의료기기산업의 1991-2005년간 미시 패널데이터에 적용하여 총 요소생산성 증가의 기여요인 및 저해요인을 추정ㆍ분석한 후 한ㆍ미 FTA 발효를 대비한 경쟁력 강화전략을 강구하였다.<BR>&nbsp;&nbsp;총 요소생산성 증가를 기술진보, 기술적 효율성의 개선, 규모 효과, 배분 효율성의 증대 등 네 가지 요인으로 분해하여 추정한 결과 기술진보는 생산성 증대를 견인하고 있으나 지속적으로 감소하여 급기야 2005년에는 최하점을 기록하였다. 기술적 효율성과 규모의 효과는 양호하나 배분 효율성의 하락은 생산성 증대에 기여하지 못하고 있다. 1997년 외환위기 충격의 여진으로 1998년에는 기술적 효율성, 규모의 효과, 배분 효율성 등이 동시에 악화되어 총 요소생산성 증가가 가장 저조하였다. 규모에 대한 보수는 점차 개선되어 규모에 대한 보수 불변 (CRS)으로 접근하고 있어 활용기술이 개선되고 있는 것을 알 수 있다. 따라서 한ㆍ미 FTA 발효를 앞둔 현재 의료기기산업의 성장을 촉진하기 위해서는 “선택과 집중”에 기반을 둔 기술혁신을 위한 R&amp;D 투자의 가속화, M&amp;A와 수출증대를 통한 규모의 효과 제고, 공판장시스템과 투명한 유통시스템을 정비해 자원배분의 효율성 증대 등을 도모해야 할 것이다.

&nbsp;&nbsp;This paper investigates the competitiveness of the Korean medical devices manufacturing industry before the coming-into-effect of the Korea-US FTA by analyzing total factor productivity (TFP) growth and its four contributors using the micro-level establishment data from 1991-2005. The four contributors of total factor productivity (TFP) growth are technical progress growth, technical efficiency improvement, allocative efficiency promotion, and effects of economies of scale. The empirical results indicated that technical progress forcefully contributed to the productivity growth of the Korean medical devices manufacturing sector but at a declining rate. Poor allocative efficiency hindered the productivity growth of the Korean medical devices manufacturing industry, especially in 1998 in the aftershock of the 1997 financial crisis. Economies of scale were meagerly orchestrated to emerge in the Korean medical devices manufacturing sector where small and medium-sized firms were mostly populated with a small scale of production and the estimates of RTS approached constant returns-to-scale (CRS).
