특수경비원 교육훈련 전문화방안 - 인천국제공항을 중심으로

&nbsp;&nbsp;한국의 민간경비 산업의 발전은 다른 분야에 비해 급속도의 성장을 구가해 온 영역이다. 특히 특수경비분야는 영종도 공항의 개항과 더불어 1962년부터 국가중요시설에 대한 경비제공의 주체였던 청원경찰의 운영체계를 개선하고 예산절감과 효율적인 경비운용을 위해 채택된 제도로 이를 뒷받침하기 위한 법적 토대를 바탕으로 비단 공항지역뿐 아니라 청원경찰이 근무해왔던 댐, 산업시설 등 국가중요시설에 대한 역할을 다해왔다. 그렇지만 현실적으로 이러한 임무를 수행하는 특수경비 원들에 대한 교육적 측면에서의 검토는 다소 소홀하였던 것이 사실이다. 특히 일반경비와 특수경비를 구분하는 가장 중요한 요소가 총기소지여부라는 사실에서부터 시작된 개념의 혼동은 특히 교육에 있어서 많은 문제점을 내포하고 있었다고 해도 과언이 아니다.<BR>&nbsp;&nbsp;2006년도부터는 개정된 경비업법에 의해 특수경비를 포함하여 전반적으로 경비원의 교육분야에 대하여 많은 보강이 있어 왔다. 이제는 단순히 교육의 양척 측면만이 아니라 질적인 측면에서 그리고 특수경비원 중에서도 맡은 임무가 무엇인가에 따라 맞춤형 교육이 선행되어야 하는 시기라고 생각된다. 그러기 위해서는 우선적으로 교육에 대한 개념의 정립과 교육을 둘러싸고 있는 여러 가지 제반 문제검에 대하여 우선적으로 살펴보고 정상적이고 효율적 인 교육을 실시하기 위한 여건 제공에 초점을 맞추어야 할 것이다. 특히 공항지역에서 효율적인 교육시행을 저해하는 요소가 무엇인가에 대한 정확한 이해와 파악이 필요하다. 그 이후에 보다 효율적인 교육의 방향이 제시되어야 한다고 생각된다.<BR>&nbsp;&nbsp;따라서 본 논문에서는 인천국제공항지역을 중심으로 교육훈련에 대한 개념에 대하여 살펴보고 이를 보장하기 위한 교육훈련 시스템에 대한 점검, 교육관련 요소 간 연대, 신임교육과 직무교육 훈련의 문제점, 교육기준과 여건, 교육책임, 교육예산, 특수경비원의 교육의지 여건을 포함하여 살펴보고 이에 대한 대책을 제시하고자 한다.

&nbsp;&nbsp;In Korea, the private security is rapid developed industry in comparison of other part of industry since 1990s. Among these, special private security is extraordinary part of security. A business field of special private security contains national important facility that was designated by president order such as international and domestic airport facility, power plant, Korean National Bank, broadcasting station etc. The main existing reason of special private security was how to enhance the policeman on special guard system that was established in 1962. The alternation from policeman on special guard system to special private security system was to reduce the budget and to control effective operation to cope with new trend of terrorism. However the difference between two system need the to study on education and training system of crews. The main point of difference between general private security and special private security is whether security crew can bring the weapons or not. A confusion of general private security and special private security operating conception was weak factor of education and training system. New education and training system of private security crews has begun since 2006. It is the time to check not only quantitative aspects but also qualitative education and training figures of special private security members. For the sake of solving the problems of education and training system, it will be need to study conception of education and training and to search what is weak surroundings of education. Particularly it is needed to figure out deficit and obstacles of education and training system at international airport area. Therefore in this article, it will be reviewed the conception and to examine education and training system, the relation among the education and training factors, the problems of new appointed crews education and training, responsibility of education and training by KNP, education and training budget, circumstances of education and training at In-Chon international airport area,
