민간경호ㆍ경비ㆍ보안관련 전문자격제도의 도입방안 모색

A Study for the Introduction plan about Private Security and Professional Qualification System

&nbsp;&nbsp;경비원의 지도ㆍ감독ㆍ교육책임자인 경비지도자 국가자격을 창출해 냈음에도 불구하고 민간경비에 대한 낮은 인지도와 처후개선의 미비로 자격자의 채용에 소극적인 실정이다. 전문성을 가진 자격제도의 도입과 함께 대학전공자에 대한 학점인정 및 자격부여제도를 실시하여 민간경비종사자에 대한 질적 향상을 꾀하여야지만 민간경호ㆍ경비 산업의 발전을 저해하는 악순환을 종식 시킬 수 있을 것이다. 본 연구에서는 국가자격의 일환으로 ‘경호경비전문가, 특수겸비전문가, 대테러전문가, 산업보안전문가’ 라는 전문자격제도의 도입방안을 제시하였다. 하지만 자격제도의 도입만으로 민간경비의 발전을 꾀하기는 어렵다. 자격의 도입과 함께 일정한 기간에 자격갱신직무교육이 뒤따라야 할 것이다. 그리고 이와 같은 자격제도를 관리하는 부처의 조직개편과 행정 인식의 변화도 뒤따라야 한다.<BR>&nbsp;&nbsp;현재 민간경비업체에 관련한 정책수립과 행정지도를 관장하는 부서는 경찰청 생활안전국이다. 신설 자격제도의 효율적 관리와 자치경찰체도의 도입과 인력수급을 위해서는 행정자치부와 경비협회와 각 시도지부의 협력도 필요하다. 특히 민간경호ㆍ경비 산업의 발전과 육성을 위하여 미래에 대한 비전제시, 끊임없는 정책적 대안의 연구ㆍ개발, 대정부건의 및 로비, 일반국민들을 대상으로 한 민간경호ㆍ경비의 인식전환. 홍보활동의 강화, 회원사관리 등에 더욱 중점을 두고 여러 업무를 추진하여야 할 것이다.<BR>&nbsp;&nbsp;자격제도에 특성화를 부여하기 위해서는 법적 뒷받침이 필수요소로 따른다. 자격제도가 정호ㆍ경비업무에 구체적으로 적용될 수 있도록 직무수행자격에 대한 강력한 제재가 법제화되어야만 하고, 경호경비관련학과 소재 대학은 관ㆍ학ㆍ산업체의 협력체계를 구축하여 대학의 우수한 인재와 강사진의 활용도를 최대한으로 끌어올려 한국 민간경호ㆍ경비산업의 질적 향상과 제도적 안정을 이루어야 할 것이다.<BR>&nbsp;&nbsp;끝으로 사단법인 경비협회에서 제 역할을 못할 경우 국정원, 경찰청, 노동부, 산업자원부 등 여러 부서에서 관련성에 따라 법제화 되어 있는 데 국가기관에서 통합 관리 시스템으로 전환해야 할 것이다. 그리고 경비협회는 선진국 모델을 표본으로 설정하여 우리나라의 현실에 맞게 역할을 증대해야 한다. 위에서 살펴본 바와 같이 10개 분야를 설정하여 총괄적접근이 아니라 각론적으로 세분화하여 제도적으로 특히 자격증, 법적제도를 우선시 하여야 한다.

&nbsp;&nbsp;Even though the Private Security created the private guard (who is responsible for the coaching, supervision, and the education), it now has a negative way for employing the professionals as it is lack of interests and improvement. With introducing the Professional Qualification System, they should give the students more opportunities for improving Security Service, so that there is no more vicious circle.<BR>&nbsp;&nbsp;The organization where manage administrative guidance and policy making related to Private Security industries is police living security office. Establishment eligibility system&quot;s efficiency management and for police system&quot;s manpower supply, it also demanded for co operation in administration self government, security society. Especially for development and upbringing in Security industries, it&quot;s essential to propel many business which is focus on vision&quot;s for the future, ceaseless government plan&quot;s investigation and development, also proposition to government.<BR>&nbsp;&nbsp;In this study, it shows the way of introducing Professional Qualification System about national private guard, terror experts, and industry security. However, it is pretty hard to make a development only with introducing it. With introducing it, there should be a training system for improving their skills. Also, the organization which manages this system should change.<BR>&nbsp;&nbsp;There should I:e legal needs for giving the system a special quality, The Qualification System could be applied in Security Service, the right to accomplish must become legal, and the universities related to security need to make Security industries safe and improving,<BR>&nbsp;&nbsp;In conclusion, if the Security Organization did not work properly, the system should move to the government system combined with Labor Party, and the Police, Also, Security Organization must increase the right role for our country as the advanced nation, As above, we firstly have to make 10 parts for every single system,
