일반경비원 신임 교육훈련에 대한 인식분석과 함의 - D 대학의 사례를 중심으로

&nbsp;&nbsp;민간경비 산업은 공경찰의 한계를 극복하고, 작고 효율적인 정부의 이념을 구현할 수 있는 안전산업이다. 이와 같은 민간경비 산업이 국민의 안전을 도모하는 최고의 안전 서비스 산업으로 정착되기 위해서는 무엇보다도 정부의 법적, 제도적인 지원과 관심이 필수적이다. 주요 선진국의 경우, 사경찰이 차지하는 예방치안의 비중이 공경찰을 훨씬 상회하고 있으며, 그 영역에 있어서도 컴퓨터보안, 사설탐정, 개인정보의 조사에 이르기까지 방범, 수사, 경비 등 전 분야에 걸쳐 경찰기능을 수행하고 있다.<BR>&nbsp;&nbsp;이러한 민간경비 산업에 종사하는 경비원들에게 반드시 필요한 것이 전문적인 교육훈련을 통한 전문성의 확보라고 할 수 있다. 즉, 민간경비 분야의 직무는 각종 위험으로부터 국민의 안전을 확보하고, 궁극적으로는 국민의 삶의 질을 향상시키는 전문적인 직무분야로서 이는 방법, 방재, 방화에 대한 지식과 기술을 가진 전문가들에 의하여 수행되어야 한다.<BR>&nbsp;&nbsp;현재 경찰, 소방, 군인들에 대한 교육훈련은 전문 훈련기관이 설치되어 있어 인력수급계획에 따라 정기적으로 교육을 실시하여 업무의 전문성을 기하고 있다. 그러나 민간경비의 효율적인 교육을 담당하는 전담 기관이 없고, 한국경비협회와 일부 대학 등이 경비원의 교육을 위탁하여 운용하고 있는 실정이다.<BR>&nbsp;&nbsp;경찰청은 일반경비원의 신임교육을 맡고 있는 한국경비협회가 위탁제도를 이용하여 업체가 자체교육을 실시하는 등 교육이 형식적인데다 내용 까지 부실하다는 국무조정실의 지적에 따라서 2005년 7윌 4일에 경비업법을 재정하였다. 또한, 2006년 2월에는 경비업법시행규칙의 재정을 통하여 신임 경비원들에 대한 교육시간을 15시간에서 28시간으로 확대 하고, 교과목도 새로운 경비수요에 대처하기 위하여 일부 신설, 조정하였다.<BR>&nbsp;&nbsp;이러한 맥락에서, 본 연구에서는 일반경비원들에 대한 신임 교육훈련의 실태와 개선방향을 현재 대학에서 실시하고 있는 경비원들의 인식분석을 중심으로 분석하였다.

&nbsp;&nbsp;Some problems related to the private security guard industry emerges in company with its growth, Low social image, poor professional backgrounds etc. Traditionally, there has been a lack of personnel standards and training for private security guards.<BR>&nbsp;&nbsp;Recently, the National Police Agency amended the Clause 2, Article 12 of the enforcement regulations of the security guard business law. It has revised security guards education and training systems, and security guards laws and ordinances to strengthen security guard education and training and increase the capabilities of security guards.<BR>&nbsp;&nbsp;The National Police Agency has opened education and training for newly recruited security guards forty six educational organizations including the Korean Security Associations.<BR>&nbsp;&nbsp;In these contexts, this study analyzes the perceptions of the newly recruited security guards on the education and training system, with the case of D university.<BR>&nbsp;&nbsp;This study is split into four chapters. Chapter Ⅰ is the introduction part, Chapter Ⅱ introduces the reader to education and training in the private security, and Chapter Ⅲ deals with the D university case and with the establishment of an effective education and training system in Korea private security. Chapter IV is a conclusion.<BR>&nbsp;&nbsp;Private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards.<BR>&nbsp;&nbsp;In theses contexts, private security should develop and maintain a educational program to meet their responsibilities to provide the protection and safety of the clients.<BR>&nbsp;&nbsp;Today&quot;s modern corporate security director, is, first of all, a competent, well-rounded business executive and, second, a &quot;service expert&quot;, And, management personnel in private security industry need continuous education and training.
