외국 민간경비원의 자격증 제도에 관한 연구 - 미국과 일본의 시큐리티 자격시험을 중심으로

&nbsp;&nbsp;민간경비업계와 관련 전문가들은 그동안 꾸준히 교육훈련의 중요성과 이에 대한 전문자격증제도의 도업에 노력해왔다. 그러나 미국이나 일본과 같이 중앙정부에서 주도하는 시큐리티 관련제도의 도입 또는 검정시스템의 확립은 아직까지 그 수요를 충족시키지 못하고 있는 것이 사실이다.<BR>&nbsp;&nbsp;미국은 연방정부 차원에서 관련 법률을 제안하고, 9.11테러이후 항공보안 등과 관련하여 각종 규제와 교육훈련프로그램이 연계된 전문자격제도가 정착화되고 있다. 일본의 경우 필기시험과 실기시험이 병행되는 검정 제도를 통하여 경비업무의 질적 향상을 도모하고, 이를 통한 시큐리티 시장의 성장에 원동력으로 활용하고 있다. 특히 항공보안 외에도 교통유도 경비, 핵연료물질 등 위험물운반경비, 귀중품운반경비, 혼잡경비 등 다양화된 전문자격증제도를 실시하고 있어서 일본국민들의 신뢰도를 향상시키고 있다.<BR>&nbsp;&nbsp;이러한 각국의 노력은 법적ㆍ제도적 장치의 마련을 위한 꾸준한 연구와 실무계의 협력을 통해 가능했다고 평가된다. 특히 미국의 ASIS의 적극적인 지원이나 일본경찰과 (사)전국경비협회와의 협력관계 증진은 우리에게 많은 시사점을 준다.
