경찰과 민간경비의 치안서비스 공동생산 활성화 방안에 관한 연구

&nbsp;&nbsp;치안서비스의 제공은 경찰이 담당하는 것으로 여겨져 왔다. 하지만 복잡한 치안환경에 직면하여 기존의 경찰력만으로는 양질의 치안서비스를 제공하는데 많은 어려움을 겪고 있다. 이러한 상황을 극복하기 위하여 치안서비스의 공동생산을 통한 공공서비스 공급의 능률성과 효과성을 증진시켜야 한다. 치안서비스를 민간부문을 활용한다는 의미는 시장 메카니즘에 익숙한 민간영역을 하나의 정책적 도구로서 이용하는 일련의 활동으로 인식하는 것이 타당할 것이다. 경찰과 민간경비의 관계에 대해 보조적 (complementary or supplementary) 관계, 경쟁적 (competitive)관계, 협력적 (cooperative)관계로 나눌 수 있는데, 치안서비스 공동생산에서 요구하는 것은 협력적인 관계를 유지해야 하는 것이다.<BR>&nbsp;&nbsp;이러한 관계를 정립하기 위하여 4C’s 즉, Communication(의사소통), Cooperation(상호협력ㆍ과정 ), Coordination (상호조정), Collaboration(상호협력ㆍ결과)라는 경찰과 민간경비의 치안서비스 활성화 모형 제시하였다. 이러한 활성화 모형을 통하여 경찰과 민간경비 상호간에 긍정적인 인식을 이끌어 낼 수 있으며, 협력프로그램을 구축할 수 있을 것이다.

&nbsp;&nbsp;Security service has been considered a role of the police. However, as we face the public security crisis, we have difficulties to supply good quality of police service with existing police force. To overcome the situation, we should promote an efficiency and availability of public service supply through police service co-production. The meaning of using private part for police service can be proper when it recognizes the private sector which is familiar with market mechanism as a chain of political tool activity. The relationship between private security &amp; public policing can be classified as 3 kinds; complementary or supplementary, competitive and cooperative relationship. And the police service co-production requires to maintain corporate relationship.<BR>&nbsp;&nbsp;To theorized these relationships, the 4C&quot;s, namely a revitalization model of private security &amp; public policing, is suggested. , Communication, Cooperation, Coordination , Collaboration. Through this revitalization model, we can draw positive understanding from both private security &amp; public policing side, and build a cooperate program.
