소년원생의 처우문제에 따른 사회복지정책적 함의

The problems in the treatment process of korean reformatory from social welfare viewpoint

  오늘날 소년원에 있는 비행 청소년에 대한 교정행정이 교정복지의 영역으로 이행하는 추세이다. 이러한 의미는 사회복지 차원에서 비행 청소년에 대한 논의의 실익이 있다고 하겠다. 따라서 이 논문에서는 비행 청소년 중 소년원에 구금된 자들에 대하여 교정 처우의 내용과 절차를 살펴보고, 현행 소년원법과 소년원법 시행령에 사회복지 요소를 찾아본 다음 사회 복지적 관점에서 현행 소년원 처우의 문제점을 살펴본 후 그 개선방양을 알아보았다. 즉, 교육복지 측면에서 현행 소년원 처우의 문제점과 개선 방안을 알아본 후 산업 복지의 측면과 가족 복지의 차원, 의료 복지의 차원 빚 기타 사회복지 차원에서 현행제도의 문제점과 개선방안을 언급하였다. 이 논문은 비행 청소년 중 보호 처분으로 구금된 소년원 생에 대하여 사회복지 측면에서 접근하였다.

&nbsp;&nbsp;If a boy does have to be kept in reformatory or classification juding agency which accommodates and classifies a boy criminal.<BR>&nbsp;&nbsp;Various social welfare policy should be made to ensure that the administrative factors of reformatory and classification juding agency are kept to a minimum and that maximum utilization is made of the possibilities for the preventation of the second offense and personal development.<BR>&nbsp;&nbsp;Especially, Reformatory should help a boy criminal to maintain and to exploit their potential ability which stirs up their morale. But korean reformatory and classification juding agency fails to notice the importance of social welfare approach in correction about juvenile criminals.<BR>&nbsp;&nbsp;Thus this study put stress on the social welfare of children and juvenile who are deprived of their liberty due to their crime, such as educational social welfare service which is regarded as an very important factor in increasing the productivity of correction welfare service, family social welfare service which can strengthen the unity of family, industry social welfare service which is of help in employment after their leaving the reformatory, medical social welfare service including medical insurance which is not in force in korea by reason of preventation of double protection and insufficient national budget, and so on.
