해양오염사고 대비ㆍ대응을 위한 해양환경관리법의 개선방안

A Study on the Improvement of Marine Environment Management Act for the Preparedness and Response of Marine pollution

&nbsp;&nbsp;우리 나라 해역을 포함한 북서태평양 해역에는 해상물동량의 급격한 증가와 선박의 대형화ㆍ고속화로 대형 해양사고 발생의 위험이 상존하고 있다. 특히 우려되는 것은 대형 원유선에 의한 해양오염사고가 우리 주변의 바다를 심각하게 위협하고 있다. 예컨대 1995년에 소리도에서 발생한 원유선 씨 프린스호 사고와 2007년 12월 충남 태안에서 발생한 원유선 허베이 스프리트호 오염사고는 대형 탱커선에 의한 해양오염에 대한 경각심을 불러 일으켰으며, 이는 우리 나라도 상시 대형 해양오염사고에 직면해 있음을 보여 주고 있다.<BR>&nbsp;&nbsp;따라서 이 논문에서는 최근 우리 나라 연안에서 발생한 해양오염사고 발생현황과 대형 해양오염사고를 분석하여 최근 시행된 「해양환경관리법」의 집행상 문제점을 지적하고 개선방안을 제안한다.

&nbsp;&nbsp;The possibilities of serious marine accidents are still in existence because of the increase of merchant fleets and cargoes in the Northwest pacific ocean including northeast asian seas. In particular, marine pollution accidents of huge tankers such as VLCC, ULCC are so serious around the Korean peninsula For example, pollution accident caused by "M/V SEA PRINCE" happened in 1995 near Sori-Do and &quot;&quot;M/V HEBEI SPRIT" happened in december 2007 near Tae-An drew big attention to the marine pollution. These cases show that our country has confronted with massive marine pollution by oil tankers at all times.<BR>&nbsp;&nbsp;I suggest to improve problems arising from the execution of marine environment management act which came into effect in January, 2008 through the analysis of huge marine pollution accidents occurred lately in our coast.
