The Principles of Regulation on the Gene technology

&nbsp;&nbsp;These days, scientific technology has been tremendously developed and it&quot;s very difficult for us to imagine living without any benefits from scientific technology. On the other hand, the development of scientific technology caused the serious social problems. Especially, the installation and outcome of research in the high technology area such as nuclear technology, a gene technology and medical technology influence to life, health, and environment of human beings and reveal ethics-problems relating to basis of human existence.<BR>&nbsp;&nbsp;Under the current situation with the risk increase, is it necessary that we regulate strongly freedom of study in this area rather than general freedom of study? Can not anybody stop the progress of science according to an optimist on development of scientific technology? We need to seriously think about these questions.<BR>&nbsp;&nbsp;This paper reviewed the necessity, constitutional basis, method and limitation of regulation on a gene technology which is developing remarkably and unpredictably in scientific technology. Especially, I reinforced in this paper that ① the regulation and setting limits of study on a gene technology should be done by not the scientific knowledge but ethics of researcher. ② To set up the limitation, it needs to be reviewed the each and every areas and contents of study which caused problem.
