&nbsp;&nbsp;Last year oil pollution damages of huge scale occurred in Taean. Through this, I search about the carrier and shipper`s liability for oil pollution damages. Divide into this is carrier&quot;s liability for damages who is a shipowner and shipper`s liability for damages. Liability for oil pollution damages were dualized by shipper`s liability that import oil with carrier&quot;s liability that is a shipowner who breed accident while transport oil.<BR>&nbsp;&nbsp;Liability for damages at oil pollution accident occurrence loses, and takes secondary liability for damages in international oil pollution compensation fund about more damage more than priority carrier. I search whether dualized liability for damages are imbalance between responsibility of carrier and shipper.
