교사 전문성 발달 단계를 반영한 호주의 교사자격제도 분석

An analysis of the Australian Teacher Recognition System Reflecting Professional Development

  본 연구의 목적은 최근에 호주에서 개발？적용되고 있는 교사 전문성 발달 단계를 반영한 교사자격제도를 분석하여 한국의 교원자격제도 개혁에 주는 시사점을 발견하는 것이다. 분석의 결과 호주의 교사자격제도는 교직 전문성의 발달 단계에 따라 신규교사, 역량 있는 교사, 성취 교사 및 전문적 지도자의 4단계로 구분하고 있으며, 각 단계별로 구체적인 전문성의 수준을 행동적 용어로 제시하고 있다는 것이다. 또한 단계별 교사 자격 기준은 교원양성 및 재교육 기관의 프로그램 평가ㆍ인증을 위한 준거로 활용되고 있다. 교사자격의 다단계화 적용에 따라 최상위 단계에 해당하는 전문적 지도자의 승진체제를 행정 전문가와 교육과정 전문가로 이원화하려 하고 있다. 호주의 사례가 주는 가장 기본적인 시사점은 현재 한국에서 논란이 되고 있는 수석교사제라는 특정 단계의 제도화 도입에 대한 찬반 논쟁 이전에 전문직으로서의 교직을 생애 발달 단계에 따라 다단계로 구분하는 것이 논리적 정당성과 타당성, 사회변화에 대한 대응성을 가질 수 있는지에 대한 문제부터 진지하게 고민해야 할 것이라는 점이다.

&nbsp;&nbsp;The purpose of this study was to find some implications, by examining a newly implemented professional teaching standards in Australia of which the major characteristics was to suggest four key levels of teaching qualification. To achieve the research question of this study, this study reviewed various materials published by Australian government, state educational authorities and other researchers studying teaching qualifications. The findings of this study can be summarized as follows;<BR>&nbsp;&nbsp;First, on the basis of the National Goals for schooling declared in 1999, a professional teaching standards in Australia was developed and implemented to meet social needs that teaching is at the center of education and schooling system. Second, the framework comprises standards mapped to four key stages in a teacher&quot;s whole career, including Graduate teacher, Professional competence, Professional Accomplish and Professional Leadership. Third, the standards within each key stage are to describe the nature of teacher&quot;s work in three domains, including professional knowledge, professional practice and professional Commitment. A major implication of the study is that a whole of career approach, establishing multi stages in a teacher&quot;s career, needs to address the areas of teacher education program, beginning teacher support, and professional development.
