미국의 성인대학생 적응지원 사례 분석

A Study on the Support System for Older Undergraduate Students in the US

  본 논문은 미국의 성인대학생 지원 사례를 분석하여 “성인대학생 친화적인” 대학 운영과 정부의 고등교육정책 방안 수립에 필요한 시사점을 도출하는 것을 목적으로 한다. 이를 위해 미국에서 성인대학생이 증가한 역사적 배경, 이로 인한 고등교육의 변화, 성인대학생들의 적응 장애 요인, 그리고 미국 대학과 정부 차원의 성인대학생 지원정책을 분석하였다. 미국 사례를 선택한 이유는 성인대학생이 전체 미국 대학생의 약 40%를 차지하고 있고, 이들을 위한 다양한 지원 프로그램과 정책이 실행되고 있기 때문이다. 연구 결과, 미국 사례는 성인대학생 친화적인 정책 수립에 필요한 여러 시사점을 제공한다. 첫째, 미국 사례는 종전의 ‘대학 중심’의 고등교육 행정패러다임이 ‘학습자 중심’으로 변화되어야 함을 보여준다. 둘째, 전통적인 대학생 위주로 운영되는 현재의 고등교육시스템을 성인대학생들이 학업과 일을 병행할 수 있도록 혁신해야 한다. 셋째, 성인학습자의 고등교육기회 확대를 위해서는 학자금 지원 확대, 시간제 등록 활성화 등과 같은 정부 차원의 적극적인 이니셔티브가 필요함을 보여준다. 마지막으로, ‘전일제, 수업연한(기간)중‘의 정형화된 고등교육모델을 보다 유연하게 변화시킬 필요가 있다.

&nbsp;&nbsp;This study aims to draw policy implications for the Korean government as well as universities in designing "older undergraduate students friendly" policies and programs by examining the United States&quot; support system for these students. For this purpose, the study discussed the historical backgrounds of the increase of undergraduate students, the changes in the US&quot; higher education brought by the increase in those students, the challenges facing older students and the support systems for these students created by the US government and universities. The case of the US was chosen because older undergraduate students consist of about 40% of the total college students and thus various programs for these students were developed.<BR>&nbsp;&nbsp;The results of this study suggest several policy implications regarding policies on Korean older undergraduate students. First, "student centered" higher education paradigm should be replaced with the current "universities centered&quot; paradigm which has been strengthen by the overdemand for higher education. Second, the current higher education system which mainly serves the traditional undergraduate students should be transformed in a way that enable adults to combine work and study. Third, the government should be proactive in supporting older students by increasing the student aid. Lastly, it should make the current university education more diverse and flexible to accommodate various needs of older students.
