Current Situation and Prospect of Port Logistics Cooperation in Northeast Asia

&nbsp;&nbsp;한국, 중국, 일본을 포함하는 동북아 지역은 경제적으로 세계에서 가장 역동적인 지역이다. 역외뿐만 아니라 역내에서의 무역량의 증가되면서 국제물류의 수요가 증가하고 있다. 역내에서의 효율적 국제물류관리를 위해서는 항만간 경쟁적 관계에서 협력적 관계로의 전환이 필요한 시점이다. 이는 항만에 대한 경쟁적 투자로 인한 자원의 낭비를 초래하며, 경쟁적으로 과도한 하역비의 인하 등으로 인해 장기적으로 양질의 물류서비스의 제공을 어렵게 할 것이다.<BR>&nbsp;&nbsp;본 연구는 동북아 지역항만간의 경쟁 및 협력관계의 현황을 살펴보고, 향후 협력모델 및 방안을 제시한다. 연구를 통해 협력을 위해서는 동북아 역내에서의 물류 클러스터의 구축, 운송네트워크의 구축 그리고 정보시스템의 구축이 필수적이다. 현재 진행되고 있는 한중일 물류장관회의는 이를 실현하는 데 중요한 역할을 할 수 있을 것으로 기대되고 있으며, 이러한 항만물류협력의 강화는 동북아 자유무역 지대 구축으로 발전시키는 데 중요한 역할을 할 것이다.

&nbsp;&nbsp;Northeast Asia (NEA) is one of the most dynamic regions in the world since the trade volume of the three countries of Korea, China and Japan is expanding rapidly. Shipping plays the economic relationship deepens because the trade is accomplished mainly by maritime transport. With increase in their trade, the competition among neighboring countries to become the logistics hub in NEA has become fiercer than ever. Three NEA countries that have pursued export-oriented economic growth have invested much in transport infrastructure such as ports and airports to handle their exports and imports efficiently. This enhanced logistics efficiency will be beneficial to all countries in NEA, considering their rapidly growing economic relations. The development of international logistics is usually highly dependent on international cooperation because international logistics means a smooth and seamless flow of commodities across national borders. This study aims to identify the key factors of cooperation by examining the environmental and structural changes in the shipping and ports industry and then suggest logistics cooperation strategies for them.
