민간경비원의 교육훈련 실태 및 발전방안 연구

THE STUDY ABOUT EDUCATION RAINING IN PRIVATE GUIDE

&nbsp;&nbsp;우리나라에서는 1970년대부터 수익자부담원칙의 민간경비제도를 도입하여 그동안 국가중요시설 등 여러 분야에서 치안확보를 위해 많은 노력을 강구하여 왔으나 아직까지 민간경비제도의 관리, 운영적 측면 그리고 경찰과 협력유지 측면, 국민들의 인식 등에 있어서 선진국에 비하여 상대적으로 취약성을 면하지 못하고 있는 형편이다.<BR>&nbsp;&nbsp;그러나 민간경비의 발전이라는 것이 자본주의 사회에서 불가피한 것이며, 민간경비의 성장요건인 국민소득의 증가, 민간경비의 필요성에 대한 사회적 인식변화, 신변을 위협하는 실제적 범죄의 증가 등에 따라 비약적인 발전을 거듭하고 있다. 이러한 상황에서 사회안전 분야의 일익을 담당하고 있는 민간경비원의 교육훈련제도의 실태를 파악하고, 문제점을 개선하여 민간경비 산업의 발전을 기하고자 하는 연구는 민생치안의 확보라는 국가적 과제와 민간경비산업의 발전에 기여할 수 있다는 점에서 커다란 의미가 있다고 할 것이다.<BR>&nbsp;&nbsp;본 연구의 목적은 민간경비산업육성에 보다 적극적으로 대응하기 위하여 현재 실시하고 있는 민간경비의 교육훈련실태에 대해 분석하고, 민간경비의 활성화를 뒷받침 할 수 있는 효율적인 교육훈련 발전방안을 모색하는데 그 목적이 있다.

&nbsp;&nbsp;Civil right was not responsible for the security of society with propriety because of moral hazard. many of people tried to protect them from danger through personal expense. so the industry of private guide was developed in aspect of quantitative, but there were several problems in aspect of qualitative.<BR>&nbsp;&nbsp;In this study and purpose of development for the system of education training like in this system, the result of analysis is as following.<BR>&nbsp;&nbsp;The first, the course of education training helped those who work as guard, there is room for getting the program and system better.<BR>&nbsp;&nbsp;The second, the context of education training is divided as two-kind-things, one is the education for orientation, the other is the education for job, there is no great difference between this and that, and it do not help. so we need other education which is special, distinct.<BR>&nbsp;&nbsp;The third, guards prefer a lecture, a spot inspect to other programs in one of several education programs. accordingly to get a result, have to put in operation for education training programs that is appropriate for occupation, and then we will be able to expect a good result.<BR>&nbsp;&nbsp;The fourth, the course of education training helped them do their business that they work as guide well, in consequence, if we would solve the problem in the course of education, we could obtain excellent result.<BR>&nbsp;&nbsp;The fifth, if the condition of service would gets well, it would improve their responsibity and satisfaction of their job.<BR>&nbsp;&nbsp;The sixth, in the result of survey about the education discipline, most of people wanted to set up a professional institution.<BR>&nbsp;&nbsp;The seventh, we should teach security guards compute education periodically<BR>&nbsp;&nbsp;There were several problems in the critical point and the direct of research in this study, most of all, there were always variable factor by using questionnaire, so it could be hard for confidence to be put in research to some extent, or it was difficult for us to understand the trait consciousness of guard working in other places sufficiently, because of those people working within the public place and apartment being researched by questionnaire.
