The Impacts of Crime Rates and Education Factors on Housing Prices

&nbsp;&nbsp;이 글은 주택가격에 영향을 미치는 요인으로서 범죄율과 교육요인의 역할에 대해 규명하기 위한 글이다. 미국에서는 범죄가 거주자의 이주를 촉진시켜 주택가격을 하락시키는 요인이라는 실증연구가 상당히 이루어졌으며, 양호한 교육환경 역시 주택가격에 긍정적인 영향을 미친다는 보고가 있다. 국내에서도 교육요인이 주택가격에 긍정적인 영향을 미친다는 연구 결과가 있으나, 범죄율의 영향에 대한 연구는 거의 없다. 이는 범죄율 통계가 시군구별로 발표된 시계열이 매우 짧고 범죄가 주택가격에 크게 영향을 미칠 것이라는 소비자의 인식이 부족하기 때문인 것으로 보인다.<BR>&nbsp;&nbsp;이 글은 범죄율과 교육요인이 주택가격에 미치는 영향을 분석함에 있어 일반적인 HPM 외에 지역 내 개별주택의 이분산성과 자기상관이 있는 지역변수의 사용에 따른 인식의 문제를 해소하기 위해 HLM을 적용했다. 두 모형의 추정결과는 인구밀도, 학원비율 등 지역변수의 회귀계수의 통계적 유의성에서 차이를 보이고 있다. 즉 HPM에서는 유의적인 지역변수가 HLM에서는 비유의적인 것으로 나타났다.<BR>&nbsp;&nbsp;이 연구를 통해 얻은 결론은 다음과 같다. 첫째 재산범죄율과 강력범죄율이 주택가격에 미치는 영향을 정확하게 판단하기 어려웠다. 둘째, 교육요인은 주택의 매매가격에 긍정적인 영향을 미치고 있음을 알 수 있었다. 셋째, 주택가격에 영향을 미치는 요인을 연구함에 있어 HPM을 무비판적으로 적용하는 것은 해당 변수의 영향을 정확하게 판단할 수 없다는 것이다.

&nbsp;&nbsp;This paper analyzes the effect of crime rates and educational environments on housing prices in Seoul, Korea. Generally speaking crime rates impact negatively and educational environments impact positively on housing prices according to empirical evidences of United States. In Korea, empirical evidences are reported that education factors have positive effects on housing prices.<BR>&nbsp;&nbsp;This paper takes study methodology with hedonic price model(HPM) and hierarchial linear model(HLM), since the regional variables in HPM have heteroscedasticity and autocorrelation. The results of two models are different in the statistical significance of the coefficient of regional variables, for example population density and ratio of private academy.<BR>&nbsp;&nbsp;The main results are as follows. First, the results indicate that there are confusion and difficulties whether property crime rates and violent crime rates have effects on housing prices or not. Second, educational factors impact positively on housing prices. Finally, Careful interpretation is required to study the effect of a certain variables on housing prices as the results of HPM. The findings recommend to use and compare with the results of HLM.
