As core element for technology business, the R&D staff in enterprise is the basic requirement for any innovation in the enterprise or even the county, the present status and development for such core element, can be used to estimate the technology competition ability in the country. In this paper, the status of R&D staff in Chinese, Japanese and Korean enterprise has been compared, with analysis of disadvantage for Chinese enterprise R&D staff in different aspect, the solution and suggestion for exploitation and management of Chinese enterprise R&D staff, and State Innovation System from both government and enterprise aspects, Changes on enterprise R&D staff human resource management policy, has been proposed.
