한국교육에서 공적 가치와 사적 자유 - 〈가면〉의 비유를 통한 역사적 고찰

Public and private values in South Korean education: a historical inquiry

  이 논문은 해방 후 한국 교육을 특징짓는 두 가지 이미지 - 교육의 공적 성격이 강하다는 것과 사적 열망에 지배된다는 - 가 역사적으로 나타난 방식에 대해 다루고 있다. 전통적으로 한국 교육은 공적 성격이 강한 것으로 인식되어 왔고 이러한 경향은 근대 이후에도 이어졌지만 공공적 혹은 공동의 선을 지향하는 측면보다는 국가주의적 경향을 강하게 드러내고 있었다는 한계가 있다. 국가주의 교육관이 지배하는 교육이념체제에서 교육의 사적 자유와 관련한 적극적 개념화는 어려웠으며, 국가교육권과 대립되는 교육권에 대한 요구는 1990년대 들어 본격적으로 쟁점화 되었다고 볼 수 있다. 사적 자유에 대한 요구와 논의가 활발하게 이루어지면서 교육에서의 공적 차원 혹은 ’공공성’의 문제도 보다 심증적으로 논의될 수 있는 토대가 형성되었다 이 글에서는 〈공적 가면〉이라는 비유를 사용하여 해방 후 한국사회에서 교육을 지배해온 두 가지 동력인 공적 가치와 사적 열망(혹은 사적 자유)이 연관되어 온 방식을 검토하고 그 현재적 의미를 논의하고 있다.

  Korean education is often depicted by contradictory images: strong public ethos and the privately motivated zeal for education. This paper examines the relationship between the public and private aspects of South Korean education as to the way it evolved historically. Up to the 1990s, the 'publicness' in Korean education was rather narrowly defined by statist and official characteristics. It was after the 1990s that the private pursuit of educational rights came to be considered in its own right. The renewed attention to the 'private rights' in Korean education led to the redefinition of the 'public' as a crucial point of debate. Employing the metaphor of the 'public mask,' this paper argues that the contradictory image of Korean education can be explained by a process of deconstructing and reconstructing the notion of 'publicness,' vis-a-vis its statist connotation.
