A Study on the Plan for the School-based After-School Programs

  최근 여성의 경제활동 참여에 따른 맞벌이 부부의 증가로 인하여 방과후 시간을 보호자 없이 보내는 학생수가 증가하고 있다. 이러한 학생들은 심각한 범죄에 노출될 가능성이 높고, 낮은 학업성취도를 보이며, 부정적인 행동 발달을 나타내는 것으로 보고되고 있다. 따라서 이들의 양육과 교육을 위한 양질의 방과후 학교 프로그램의 필요성이 강하게 제기된다. 한국의 경우, 사교육비 경감, 교육복지 실현 등의 관점에서 방과후 학교 프로그램에 대한 관심이 높고, 정부차원의 투자가 활발하게 이루지고 있다. 이러한 현상은 단위학교 수준에서 방과후 학교 프로그램을 계획하고 실행하는 학교장 역할의 중요성을 더욱 부각시킨다. 그러나 학교장들은 방과후 학교 프로그램을 계획함에 있어서 많은 장애요인을 가지고 있는 것으로 나타난다. 그럼에도 불구하고, 지금까지 방과후 학교 프로그램의 계획에 필요한 표준 과업, 절차, 시간 등에 관한 실증적 연구는 미흡한 실정이다. 이러한 문제의식에 기반하여 이 연구는 우수한 방과후 학교 프로그램으로 인정받은 15개의 사례를 분석하여 세부과업을 도출하였고, 이를 바탕으로 과업시간을 산출하기 위한 설문지를 제작하였다. 또한 방과후 학교 프로그램의 계획과 운영에 경험이 많은 12명의 초등학교장을 대상으로 설문조사를 실시한 후 PERT/CPM 기법을 적용하여 예상 소요시간을 산출하였다. 연구결과, 방과후 학교 프로그램을 계획하기 위해서는 19단계의 세부 업무가 요구되고, 최소 143일 소요되는 것으로 나타났다. 마지막으로 이러한 연구결과가 방과후 학교 프로그램을 계획하는 학교장에게 주는 시사점을 제시하였다.
