The purpose of this study is to examine the factors related with the social equlity and price acceptability judgments. Hierarchical Linear Model(HLM) was used to find out the effect of individuals" level variables as well as user fee" policy contexts on campers" social equlity and price acceptability.<BR> The results of hierarchical linear modeling showed that about 80% of the variances in camper"s outcome variables were within 2-level variables, such as public input, frequent users favored in decision process, price subsidy, fee levels, frequent user benefits, and how is revenue distributed. The result also revealed that the extent of public input was the most prominent predictor of social equity judgment. The magnitude of coefficients for price acceptability of user fees followed a different pattern. A fee level of $3.00 produced the largest coefficient in prediction of price acceptability of user fees.
