정부간 재정이전이 지역균등화 및 지역발전에 미친 효과 분석

On the Effect of Intergovernmental Transfers on Regional Equalization and Regional Development in Korea

  본고에서는 지역격차의 실태, 재정이전이 지역균등화 및 지역발전에 미친 효과를 분석한다. 주요 분석 결과는 다음과 같다. 우선, 지역균등화를 위한 경제정책이 최적이 아닌 상태에서 서울특별시나 광역시로부터 도지역으로 재정이전이 이루어지고 있다는 평가를 내리고 있다. 다음으로, 이전재원이 지역내총생산을 약간 상승시키는 효과가 있으나, 지역발전(지역내총생산)에 미치는 효과는 지방자치 실시 이후 점차 감소하고 있다. 지역발전에 미친 효과가 감소한 요인으로서는 1)경제개발지출의 상대적인 감소, 2)자본지출의 상대적인 감소, 및 3) 지방예산의 소프트화(재정규율이 서지 않고 사후적인 재량으로 지방예산을 변동시키는 것)를 들고 있다. 나아가 본고가 제시하는 정책방향으로서 지방교부세 결정에 있어 사후적인 재량을 배제하여 지방예산을 하드(hard)화(재정규율의 확립을 통한 효율성 제고)할 것, 지방교부세의 역할을 의무교육, 소방ㆍ경찰 등 최소한의 공공서비스 제공을 위한 재정형평화에 한정할 것, 로비활동에 대한 과세를 포함하여 지방재정에서 응익원리를 실현할 것을 강조하고 있다

  This paper analyzes regional disparities as well as the effect of intergovernmental transfers on regional equalization and regional development in Korea. At first, we evaluate that the regional equalization policy in Korea is not optimal though the policy operates redistribution function through the intergovernmental transfers from industrialized regions such as Seoul and other metropolitan cities to industrializing regions such as provincial areas. Next, the paper discusses that the transfers increase the growth rate of gross regional demestic product (GRDP) at 0.09-0.13% in the late 1990s and in the early 2000s. The growth rates of GRDP, however, have decreased after the introduction of local automony in 1995, three reasons of which could be thought: 1) the relative decrease of the shares in economic development expenditures of local governments, 2) the relative decrease of the shares in capital expenditures of local governments, and 3) soft-budget problem of local public finance. The policy implications are: to make the budget of local public finance a hard structure, to limit the local allocation tax to national minimum, and to realize benefit principle in local public finance including taxes on lobby activity of economic entities.
