성공적 EITC 도입을 위한 제언 - 미국의 EITC를 참고로

Suggestions for Successful Introduction of EITC into Korea: Referring to the EITC of the US

  본 연구에서는 EITC를 도입할 때 고려해야 할 사항들에 대해 가능한 한 하나씩 세부적으로 짚어보고 나름대로 바람직한 방향을 제시해 보았다. 그 방법으로서 우선 미국의 EITC 역사를 검토하였다. 그리하여 어떠한 과정을 거쳐 현 제도에 이르게 되었는가를 알아보았다. 이러한 과정을 통해 현재 그들이 채택하고 있는 제도에서 각각의 조항이 지니는 정책적 함축성을 검토하였다. 이를 바탕으로 우리나라에 EITC를 도입할 때 고려해야 할 사항들에 대해 분석하면서 각각에 대해 바람직한 방향을 제시하였다. 특히 국민기초생활보장제도의 개편 및 EITC와의 조화에 분석의 초점을 두었다.

  This paper examines the points as closely as possible, which should be considered when introduction of Earned Income Tax Credit into Korea is discussed. At the beginning the history of the EITC in the US is reviewed. Through this review the processes which have led the current EITC program are investigated and the policy implications of each article of the program are also investigated. Based on the findings of this investigation I examine the details of the EITC which need careful attentions and suggest the desired policy directions. The emphases are put on the reform of the Guaranteed Basic Life Program of Korea and the harmony of the program with the EITC.
