보육서비스에 대한 시장기능 도입의 타당성 - 외국사례를 중심으로

The Appropriateness of Introduction of Market Function to Early Childhood Educational Service in Korea

&nbsp;&nbsp;우리나라의 교육ㆍ보육 등 사회서비스업의 경우, 공공성만 강조하고 산업적으로 접근하는 대책이 부재하였다는 비판이 제기되고 있다. 반면 보육서비스가 긍정적인 외부성을 가지는데서 정부 개입의 근거를 찾을 수 있으며 가난의 대물림 현상을 완화하기 위해서도 보육서비스에 대한 정부개입은 필요하다는 주장도 있다.<BR>&nbsp;&nbsp;따라서 본 연구에서는 보육시설 확충과 질적 제고를 위한 바람직한 방안과 최근 정부에서 이를 위해 추진하고 있는 보육료 자율화와 영리법인 허용 등 보육서비스에 대한 시장기능 도입의 타당성을 이미 이들 제도를 실시하고 있는 외국의 사례를 통해 검토하였다.<BR>&nbsp;&nbsp;그 결과 우리나라와 같이 조세부담율이 선진국에 비해 낮고 민간보육시설이 대부분을 차지하고 있는 상황에서 공보육 기능만을 강화하라는 주장은 막대한 재정부담으로 이어질 가능성이 크다. 따라서 시장기능이 제대로 작동될 수 있도록 제도를 보완하여 기존의 민간보육기관의 질적 수준을 향상시키고 중ㆍ저소득층에 대한 지원을 점진적으로 늘려나가는 방안이 가장 현실적이고 효과적인 방안이라고 판단된다.

&nbsp;&nbsp;Some people argue that early childhood educational service in korea is too quasi-public and there are no business oriented policies. On the other hand, other people insist that government intervention is needed to overcome the poverty inheritance problem and there are some positive externality in early childhood educational service. <BR>&nbsp;&nbsp;In this study we first suggest desirable schemes to increase the early childhood educational facilities and the quality of early childhood education and we also studied the appropriateness of the introduction of market function such as nurture&quot;s fee liberalization and the permission of profit making corporation to early childhood educational service in Korea by using research results from foreign countries&quot; cases.<BR>&nbsp;&nbsp;As a result, we found that the policy just try to increase the public nurture facilities can be a heavy financial burden because our country&quot;s tax burden is lower than other developed countries&quot; one. Therefore we have to modify the current system to increase the quality of private nurture institutes by using the market function and we have to increase the subsidy to middle and low income families. These are the most effective and realistic policies in the current korean economic situation.
