우리나라 중기재정계획의 실효성 제고방안

The Measures for Enhancing the Effectiveness of Mid-Term Expenditures Framework in Korea

본 논문은 우리나라 재정제도의 근간을 이루고 있는 중기재정계획제도의 도입배경과 변천과정을 살펴본 뒤 현행 국가재정운용계획의 실태와 문제점을 분석하고 있다. 본 논문에서는 우리나라 재정의 건전성을 유지하고, 재정지출의 효율성을 제고하고, 재정운용의 투명성을 제고시킬 수 있는 재정 목표를 달성하기 위하여 중기재정계획의 실효성을 제고시킬 수 있는 방안들을 다양한 측면에서 분석하고 있다. 구체적으로 중기재정계획제도의 개선방안을 요약하면 다음과 같다. 정부는 경제전망과 재정전망의 객관성을 제고시키고, 국가재정운용계획의 수립을 위한 공식적인 기구를 설립하며, 중기재정계획의 재정 관리에 대한 구체적 목표를 설정하여 계획의 효과성을 제고시켜야 할 것이며, 정책과 중기재정계획의 연계를 강화하여야 될 것이며 사후관리를 철저하게 하여야 될 것이다. 한편 중기재정계획의 수립과정에서 국회의 역할을 점진적으로 확대하여야 되며, 국회는 심의과정에서 하향식 예산제도를 도입하여야 될 것이다. 그 밖에도 재정통계 체계의 일관성을 확립하고 재정 종합전산망을 구축하여야 될 것이다.

This paper reviews the backgrounds for implementing the Mid-Term Expenditures Framework(MTEF hereafter) and its changing process in Korea. This paper also tries to analyze the problems of MTEF in Korea. The main purpose of this paper is to suggest the measures for enhancing the effectiveness of MTEF in order to attain the transparency, efficiency, and healthiness of public finance in Korea. In summary, we suggest the following policy reform proposals. We should improve economic forecasting and fiscal forecasting method and establish the office which specializes in the MTEF for all stages of proceeding the MTEF. We had better set the specific goals regarding on fiscal management in the MTEF to enhance the effectiveness of the MTEF. Also the role of the national assembly should be enlarged in the future. The national assembly should adopt the top-down policy in the process of reviewing the MTEF in it. The government also should try to connect policy goals to the MTEF. In addition comprehensive fiscal statistics system and computer network should be established.
