It is often remarked that the theory and practice of testing second language speaking ability is the youngest field in applied linguistics. The purpose of this paper is to propose speaking performance test manual with assessment criteria. To accomplish this end, a review of speaking rating scales in common use for foreign language skills assessment is made. Included in the review are American ACTFL(American Council on the Teaching of Foreign Languages) and British IELTS(International English Language Testing service). The review is followed by a discussion of the testing procedure and rating scales. Then, finally speaking performance criteria and test manuals are suggested in terms of subcomponent of communicative competence ability.
