여성주의 성평등 개념을 통해 본 성주류화

Gender Mainstreaming from a Feminist Equality Point of View

이 글은 성주류화의 시행과정에서 제기되는 몇 가지 질문들에 대한 대답을 여성주의 성평등 개념을 통해 찾고자 한다. 그것은 성주류화가 정책을 통해 그리고 어떤 구조적 변화를 통해 성평등 목표를 실현할 수 있는지 이해하기 위한 것이다. 더불어 성주류화가 동등처우를 요구하는 평등 전략이나 출발의 불평등을 제거함으로써 결과적 평등을 목표하는 기존 적극적 평등 전략과는 어떤 관계인지를 살펴보는 작업이다. 성주류화가 목표하는 전환은 여성을 남성 방식으로 동화시키거나 여성과 남성의 이원론을 유지하는 것이 아니라, 여성주의적인 관점에서 주류를 변화시킴으로써 차이를 차별하지 않는 새로운 권력 관계의 비전을 의미한다. 이런 새로운 비전을 정교화하고 그것을 정책집단이 공유할 수 있을 때, 정책 시스템 전반에 접근하는 성주류화의 정책도구들이 성평등을 위한 실질적인 제 역할을 할 수 있을 것임을 논한다.

This paper aims to find answers to questions arising from gender mainstreaming by means of the concept of feminist gender equality. It seeks to achieve a thorough understanding not only of the ways in which gender mainstreaming is able to realize a “transformative” gender equality agenda, but also of its relations with existing affirmative action, based on the concept of equality aiming for equal consequency by removing inequality of condition, or on an equality strategy demanding equal treatment. The transformation targeted by gender mainstreaming is neither to assimilate women to men’s ways nor to maintain dualism between men and women. It rather indicates a vision for a new, non-discriminatory politics by changing the mainstream from a feminist perspective. This study also suggests that the strategic tools of gender mainstreaming, when engaged with the entire spectrum of the policy system, are able to play a significant role when such a vision is articulated and then shared by policy maker groups.
