우리나라에서의 성인지 예산 도입과 과제

Tasks and Installation of Gender Budget in Korea from the Standpoint of a Literature Survey and Foreign Experience Review

우리나라는 2006년에 제정한 ｢국가재정법｣에서 2010년의 예산안부터 성인지 예산서를 첨부하도록 규정하였다. 본 논문은 우리나라가 성인지 예산의 실시를 제도화하였다는 점에 근거하여 성인지 예산의 필요성, 범주, 분석유형들을 조사하고, 기존연구와 해외 사례들을 검토하고, 성인지 예산을 고려한 경제모형을 살펴서 우리나라가 성인지 예산제도를 정착시키기 위해서 풀어야 할 과제들을 제시하였다. 우리나라가 성인지 예산제도를 원활하게 정착시키고 완성도가 높은 성인지 예산서를 작성하려면 다음의 4가지 과제들을 해결해야 한다. 첫째, 성별통계를 구축해서 여성들의 요구를 정량적으로 파악하여 정책에 반영하고 데이터의 이용제약성을 완화하여 정밀한 성인지 예산분석을 해야 한다. 둘째, 행정조직의 모든 구성원들과 수행체계 내에 성인지 관점을 확대시키고 정부 모든 부처가 적극적으로 참여해야 한다. 셋째, 행정혼란을 막고 행정비용을 효율적으로 사용하기 위해서 성인지 예산작성에 대한 교육기회를 제공한다. 넷째, 국민들에게 성인지 예산제도의 의의, 목표, 편익을 알리기 위해서 대국민 홍보를 확대한다.

The National Finance Act of 2006 institutionalized the submission of gender budgeting statements and balance statements from the 2010 fiscal year in Korea. This paper studied the necessity, categorization and analysis of types of gender sensitive budgets and surveyed the literature to seek tasks for gender budgeting in Korea. In addition, this study reviewed an economic model including gender budgeting and foreign experience. Tasks for Korea to establish gender budgeting and make gender budget statements of high quality are as follows. First, gender statistics are needed during the whole process of policy making and planning. Gender statistics help to understand women's needs, and lessen the restriction of data availability in the gender budget analysis. Second, a growing perception of gender and strong motivation to participate in gender budgeting are needed in each department of the government. Third, training opportunities for gender budgeting for government officers are needed to prevent disorder in administration and to increase cost efficiency. Fourth, public relations to announce the meaning, purpose and benefits from gender budgeting must be expanded.
