정신지체인 평생교육의 필요성과 지원방안

A Study on Necessity and Support Method of Lifelong Education for People with Mental Retardation

개체로서 인간이 변화하는 사회에서 성장하고 변화에 대처하려면 근본적으로 교육이 우선되어야 하고, 인간은 전 생애에 걸쳐 ‘배움’의 본능을 충족시키려는 교육적 욕구를 표출하고 있다. 그러나 자기주도적 요구나 자기결정력이 부족한 정신지체인의 경우 자의적인 요구를 표현하는 것이 어렵기 때문에, 이 연구에서는 정신지체인 평생교육의 필요성 및 지원방안을 법률과 문헌고찰을 거쳐 그 당위성과 방향성을 명료화하는 데 목적을 두었으며, 연구 결과는 다음과 같다. 첫째, 필요성에서 인간으로서 정신지체인은 사회구성원이며 잠재력을 지닌 공존의 사회구성체이고 누구에게나 동일한 권리로서 평생교육권이 보장 되어야 한다. 둘째, 네 가지 법률 가운데 정신지체인 평생교육의 필요성을 밝힐 수 있는 근거 조항을 총 8가지 제시하여 동등한 교육권을 강조하였고, 정신지체인이 평생교육권에 근접할 수 있도록 하였다. 셋째, 제도적인 지원방안으로 명확한 법적근거, 정확한 실태조사, 기관 및 인력의 전문성 강화를 제시하였다. 넷째, 프로그램 활성화방안으로 특수교육기관의 활용, 국가차원에서의 개발, 내용의 다양화, 지역사회 이용 기술 중심 운영 등 네 가지를 제시하였다.

The purpose of this study was to present a direction of a necessity and support method of the lifelong education for people with mental retardation by a law and a literature investigation, and the result of research is same as below. First of all, from a philosophic necessity point of view, the people with mental retardation is regarded as the human being, as the social member and as the social composition body of the coexistence who as a potential, and man alive could be guaranteed a lifelong education right through the same guarantee of the right. Second, it presented 8 kinds of basis provisions which could reveal the necessity of the lifelong education for the people with mental retardation among 6 units of the law so that it emphasized the equal education right for a man alive, and let the people with mental retardation will be able to get near more to the lifelong education right. Third, it presented the institutional support plan as the accurate legal basis, the exact research on the actual condition, and the reinforcement of professionalism the agency and manpower. Fourth, it presented four units of the support method of program as the application of the special education agency, development of the national dimension, the diversification of contents, the operation in the center of the local community etc.
