학습사회론에 비추어 본 문해교육 법제화의 의미

The analysis for legalizing of the literacy in the view of learning society theory

평생교육법 전부 개정을 통해 문해교육에 대한 지원 및 학력인정과 관련된 법률적 근거가 마련되었다. 연구자는 이러한 평생교육법, 평생교육법 시행령, 평생교육법 시행규칙에 있는 문해교육에 대한 규정이 학습사회론에 비추어 보았을 때 어떤 의미가 있는지 분석하였다. 탈근대적 학습사회론에 근거하여 학교사회에 대한 해체 원리, 복잡계로서의 문해 학습의 장, 다중으로서의 학습자에 주목하여 문해교육 관련 법령들을 분석하였다. 그 결과 문해교육 법제는 1) 제한적인 형태에서 학교태에 대한 해체 원리 2) 다양한 실시 주체 및 협치적 체제 3) 저학력 성인으로서 보편적 학습자에 대한 규정을 담고 있었다. 이러한 문해교육 법제는 학령기 중식의 학력 패러다임을 넘어 성인 중심의 학력체제를 제했다는 점에서 학습사회적 의의를 갖는 것이었지만 문해학습 경험을 학력이라는 단일한 인정체제 하에 획일화 시킬 수 이다는 점에서 여전히 학교사회적 잔재를 내포하고 있었다. 문해교육 법제가 학습사회적 기제로서 작동하도록 하기 위해서는 문해학습 경험 인정을 위한 다양한 사회적 체제 구축, 현 하교체제로부터 독립적인 문해교육 학력인정체제의 구축, 시민사회의 문해교육 역량 강화, 다중으로서 학습 집단의 다양한 문해교육에 대한 요구 수용 등이 요청되고 있었다.

A legal basis associated with literacy was built by the full revision of acts about lifelong education, I try to analyse meanings of legalizing of literacy in the view of learning society theory. I regard main elements of learning society as the deconstruction principle of school society, a complex system of learning sites and the learners as multitude and I analyse the lifelong education acts with these frames. As a result, these acts have 1) the limited deconstructive principle of school society 2) a variety of subjects and governance system and 3) regulations for adult learners as was universal. Legalizing shows that the adult centered social scholarship recognition system will be constructed but it still has remnants of school society which can standardize learning experiences to a sing social admission. Legalizing of literacy should work as the mechanism of learning society. To accomplish this mission, we try to construct a variety of social recognition systems for literacy, to build up adult centered scholoarship recognition system independent of school system, to strengthen civil society capacity of literacy, and to accommodate a variety of needs from learners as multitude.
