본 연구는 방과후학교 담당자들이 자신이 운영하고 있는 방과후학교 프로그램을 자가 진단하여 평가할 수 있도록 하는 도구를 개발하기 위한 것이다. 이를 위해 첫째, 방과후 학교를 평가하기 위한 항목을 추출하기 위해 방과후학교 담당자 및 전문가를 대상으로 탐색조사를 실시하고, 둘째, 질적․양적인 방법에 의해 평가항목의 적합성을 검증한 후, 셋째, 방과후학교 평가문항을 개발하여 예비조사한 후, 넷째, 이를 일부 초등학교에 시범 적용하여 적합성을 예비검증 하였다. 본 연구에서 개발하는 평가도구는 단순히 프로그램의 효과를 보고자 하는 것이 아니라 방과후학교 관계자에게 필요한 정보를 제공하여 차후 프로그램의 개선과 의사결정에 필요한 정보를 획득하고자 하는 것이 목적이므로, 의사결정 평가모형 중 CIPP 평가모형을 근간으로 개발하였다. 평가도구 개발을 위해 탐색조사와 예비조사를 통해 평가항목을 개발하였다. 평가도구는 상황평가, 투입평가, 과정평가, 산출평가를 위한 항목으로 되어 있으며, 프로그램 요구 및 상황, 프로그램 목표, 프로그램 인식 및 요구, 예산, 인적자원, 시설 및 지원환경, 프로그램 및 학습자료, 예산집행, 인적자원 관리, 프로그램 운영, 프로그램 평가 및 활용, 프로그램 만족도, 프로그램 성과라는 12개 영역으로 구성되어 있다. 개발된 평가도구는 부산지역에서 방과후학교를 시행중인 초등학교 3개교를 대상으로 시범적용하여 이의 적용가능성을 검증한 후 총 47개 평가문항으로 결정하였다.
The goal of this study is to develop tools for school administrators and staffs offering an information and to make decisions about After-school program. For this, the CIPP evaluation model which has four domains like context, input, process, and product is facilitated. First, utilizing CIPP evaluation model, 26 items are distributed to the experts and scholars of the After-school programs. Then items are revised, and 26 items are added up to 48 in the pilot study. On the basis of results from the pilot study, 48 items are distributed to 40 After-school program staffs. The descriptive statistic, reliabilities, correlations, and factor analysis are conducted. The evaluation tool is composed of 12 domains such as program demand and context, program goal, budget, personnel management, facilities and support environment, program learning materials, program operation and contents, program activity, program satisfaction, program evaluation, program application and program performance. For the relevance of evaluation tool, it is applied to three elementary schools operating the After-School programs in Pusan area. The results show that evaluation tool has a function for self checking for both quantitative and qualitative perspectives. As a result, the evaluation tool can be used for the After-school staffs to check whether the programs are operating well or not, and how to improve the programs.
