보육시설 통학버스 안전운행 개선방안에 관한 연구

A Study of Improvement Plan Regardign Safety Transportation at Child Care Centers

본 연구는 우리나라와 선진국의 어린이 통학버스 관련 법규 및 안전기준을 살펴보고 보육시설에서 운행하고 있는 어린이 통학버스 안전운행 현황과 차량지도에 따른 교사의 견해에 대해 알아보았다. 부산광역시 소재 보육시설 113곳을 대상으로 통학버스 현황 및 차량 안전관리와 차량 지도에 따른 교사의 견해에 관한 설문지를 배포하였다. 연구결과, 우리나라의 통학버스 안전기준이 있으나 위반시 그 제재가 미약하여 여전히 많은 통학버스들이 불법으로 운행하고 있었다. 선진국에서는 통학버스 안전규정이 구체적이며 위반시 엄격한 제재가 가해지고 특히 운전자의 정기적인 안전교육을 의무적으로 실시하고 있었다. 또한 지역사회와 학부모들이 중심이 되어 어린이 통학버스 자문위를 만들어 어린이 안전에 중심 역할을 하고 있었다. 연구대상 보육시설의 94%가 통학버스를 운행하고 있었으며 유아용 안전띠와 차량 내 상비약관리가 제대로 지켜지지 않았다. 대부분의 교사는 유아들의 안전과 업무 경감 등의 이유로 부모들의 직접적인 등•하원지도를 찬성(81.4%)하였다. 개선방안으로, 어린이 통학버스 안전기준 요건을 보다 강화하고 운전자의 정기적인 안전교육과 함께 통학버스 안전도우미제도를 고려해볼 수 있다.

This research focuses on children school bus status related regulations and safety standards of Korea and other developed countries, also investigate teacher’s viewpoints on the current guidance of transportation that is operated by the child care centers. The subjects were 113 teachers who are working at child care centers in Busan, They responded to questionnaire about transportation safety management issues and teacher’s viewpoints on the guidance of transportation. For the analysis of the data, M(SD), were run by SPSS WINJ computer program. The major findings of this study were as follows. 1. Korea had certain school bus transportation safety standards, when violated, the panel regulation were rather weak and still a lot of school buses were operated illegally. In the developed countries the school bus transportation safety rules were very specific and when violated, strict panel regulation were implemented. Especially school bus community and parents took a major role in children safety, by forming a children school bus transportation committee. 2. Among the research subjects, 94% of the child care centers operated school bus transportation services, however child seat belts and emergency medical kit in the bus were not fulfilled. 3. 81.4% of the teachers agreed to the parent’s direct guidance of entering and leaving child care centers, citing children safety issues and reduction of duties. For some improved plans, it should consider strengthening the current school bus transportation safety standards and have regular safety education for the drivers as well as a school bus safety helper system.
