One of Smart Growth's principles is "Encourage citizen and stakeholder participation in development decisions". Planning for Smart Growth needs the various tools and techniques in decision process. This article aims to suggest the alternative citizen participation tools in the smart growth. Using the matrix to consider appropriate levels of participation, the plan stage seems to be the most crucial part for community and the city to be jointly involved. Communities have the choice of further active involvement. It is important that all vested interests have been considered. In all cases, the stakeholder relationship at planning stage is the essence of a true participatory project. A key component of smart growth ensure early and frequent involvement of all stakeholder to identify. It also addresses specific needs and concerns. The broad range of these stakeholder includes developers, urban planners, transportation engineers, conservation and environmental groups, students, commuters, civic associations and many others. A tool of earlier involvement might be a visioning process. Visioning process means a planning process which the stakeholder present their visions and values for the quality of life. This process can be time-consuming, frustrated, and expensive one. However, it can also be a rewarding one as a creative solution and founding in the most troublesome problems. If stakeholder share their information about development options early and more often with communities then it will give them a greater understanding of the importance of and challenges associated with good planning and investment.
