보육시설장이 인식한 국공립보육시설 민간위탁 운영의 실태 및 개선방안

A Study on the Actual Profile of Privately Commissioned Management of National and public Childcare Facilities, with Possible Remedial Solutions

본 연구는 국공립보육시설장의 신부유지에 큰 영향력을 미치고 있는 국공립보육시설의 위탁제도에 관한 실태를 조사하고 체계적으로 분석하여 보다 합리적이고 타당한 개선방안을 제시함으로써, 국공립 보육시설의 기능과 역할을 강화하고 부모와 사회의 요구에 부응하는 보육시설 운영을 통해 국공립보육시설이 공보육의 모델로서 책임을 다할 수 있고자 한다. 전국 국공립시설장 590명을 대상으로 설문조사를 실시한 결과 대부분의 국공립원장들은 현 위탁제도하에서 신분이 매우 불안정하다고 인식하고 있었으며, 위탁관련 조례가 없이 원칙 없는 위탁이 이루어 지고 있거나, 심지어 위탁제도가 정치적으로 이용되는 경우도 있었다. 이에 대한 개선방안으로는 시설자의 연령상한선을 65세로 하고, 1회 위탁기간은 5년, 초기 위탁 시 시설장의 전문성을 고려하여 공개경쟁을 하고, 재 위탁 시 단독우선 평사 후 일정수준 이상이면 재계약, 표준화된 위탁심의안 제시 등을 중요하게 인식하는 것으로 나타났다.

The purpose of this study was to examine the consignment system for national and public daycare centers in a bid to suggest more rational and valid reform measures, as this system had a huge impact on the status of the heads of the daycare centers. It’s basically meant to fortify the function and roles of national and public daycare centers, to ensure a successful management of the facilities in response to the needs of parents and society, and ultimately to help the facilities serve as responsible and strong role models for public daycare. The subjects in this study were 590 directors of national and public daycare centers across the nation. As a result of conducting a survey, most of the heads investigated found the current consignment system not to guarantee their status. Come of the facilities were consigned without any particular principles due to a lack of consignment regulations, and sometimes that system was taken advantage of for political purpose. To remedy the situations, they believed that the upper age limit of the head of daycare center should be fixed at 65, and that the consignment term should be no longer than five years at a time. They considered it necessary to introduce open competition in the event of the first consignment, and the consignee would be recontracted in case of meeting or surpassing the standard set by the daycare center. Besides, they called for standardized consignment deliberation guidelines.
